Job Title: Healthcare Emergency Manager
Job Description
Actalent is seeking a qualified Healthcare Emergency Manager. The Emergency Manager will play an active and significant role in preparing critical medical infrastructure. In this role, you will serve as the conduit between the Coalition, state government, and community stakeholders to lead and develop regional
preparedness efforts. This includes, but is not limited to, identifying capability gaps, leading emergency planning initiatives, designing/evaluating exercises, facilitating training for HCC members, conducting stakeholder outreach, and ensuring compliance with ASPR’s Hospital Preparedness Program grant requirements.
Essential Job Duties:
- Lead the development of strategy and processes related to regional capability building.
- Work closely with regional leadership and members to assess needs and requirements based on risk/vulnerability assessments, gap analyses, forecasting, and after-action reports.
- Develop survey instruments; conduct surveys of HCC members; interpret and propose program changes in response to results.
- Collaborate with regional leadership in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies.
- Provide necessary project management and support for all related emergency preparedness sub-committee work.
- Ensure that HPP grant required deliverables are completed on schedule.
- Develop relationships and collaborate with partners/ stakeholders, both internal and external to the coalition, such as: other local hospital disaster coordinators, the area healthcare coalition, emergency medical services, public health, fire, and law enforcement agencies.
- Develop an annual procurement strategy based on regional requirements.
- Oversee the coalition’s alert and notification system/procedures, and ensure appropriate staff is educated on these as well. Provide warnings and emergency data to the organization, and operations and technical support to leadership before, during, and after emergencies.
- Perform an education and training needs assessment and works collaboratively with staff to create, implement, and review training requirements/programs to meet regional needs.
- Support exercise design and evaluation for regional and statewide exercises.
- Attend and provide input to various regional meetings.
- Perform other duties as assigned.
Hard Skills
- 3-5 years of full-time work experience in public health, healthcare, public safety, emergency management, or a related field.
- Bachelor’s degree or equivalent work experience.
- Prior experience in program coordination.
- Familiarity with healthcare emergency preparedness.
- Familiarity with Hospital Preparedness Program capabilities
- Analytical skills necessary in order to evaluate and make recommendations regarding emergency management issues.
- Ability to articulate complex concepts both orally and in writing. This may include various public speaking events.
- Ability to work independently in the absence of specific instructions or supervision by following verbal and/or written instructions effectively.
- Proven organizational skills and a keen attention to detail.
- Completion of FEMA ICS 100, 200, 700, and 800
- Current Homeland Security Exercise and Evaluation Program (HSEEP) certification.
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Must have a valid driver’s license and ability to travel as needed within the Coalition region.
Work Site
This is a hybrid role, will need to report to Elkridge office 4-8 times a month
