The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. Primary Responsibilities:
A Program Director is responsible for the management, oversight, and organic growth for a suite of programs or a large program, requiring oversight over 100 team members. A Program Director exhibits strong influential skills to manage a significant program or a portfolio of projects/programs, while delivering upon contractual, financial and delivery obligations. The Program Director is an influential people leader, manager and mentor that effectively manages operations in support of delivery success and operational efficiencies. You will serve as a subject matter expert and may serve as a primary decision maker for the assigned portfolio. A Program Director is expected to successfully lead through direct reports and effectively communicate and execute against organizational objectives. In this role, a Program Director will actively partner with leadership peers to achieve business objectives, but must also employ a strategic mindset to influence organizational growth. Primary expectations of a Program Director include:
- Management of a complex, multidisciplinary, and enterprise level modernization program as a prime
- Manage all aspects of program performance, including technical, contractual, administrative, and financial dimensions
- Coordinate program activities across multiple projects to ensure seamless integration and deliver
- Demonstrate extensive knowledge of fundamental project management processes, methodologies, tools, and techniques, adapting them to organizational needs
- Oversee contract revenue, billable utilization, and gross margin achievement
- Manage contractual obligations and oversee the output of subcontracting partners
- Serve as a trusted advisor and main representative with the customer
- Cultivate and maintain strong customer relationships, understanding needs, maximizing satisfaction, and communicating project status
- Envision and communicate the "big picture" to align people, technology, culture, and operations to drive solutions to complex business problems
- Partner with leadership peers to achieve business objectives and influence organizational growth
- Support leadership in implementing organizational changes and employ change management best practices
- Proactively identify program risks and implement mitigation techniques in a timely manner
- Ensure adherence to ISO and CMMI quality standards
- Develop and implement strategies for establishing and enterprise Project Management office (PMO)
- Define and implement standardized project management processes and best practices across the organization
- Oversee the selection and implementation of PMO tools and systems
- Provide guidance and mentorship to PMO staff
- Exude leadership qualities, earning trust and respect from team members
- Responsible for hiring, performance management, timecard reviews, PTO management, and team development
- Responsible for setting strategic direction and organic growth priorities for the program
- Responsible for strategically managing stakeholder relationships, and identifying connections points and opportunities within the VA ecosystem
- Providing input into company-wide strategy and key objective as part of the Leadership Team
- Leading efforts to develop scope and delivery labor mapping on pricing activities within their sphere of influence
Basic Qualifications:
- Proven experience managing a CRM/Low-code NoCode (LCNC) implementation
- Experience establishing an enterprise project management office (PMO)
- Proven experience with Federal Contracting, contract management, and work as a prime contractor
- Demonstrated experience leading strategic change related to organizational goals, both internally and externally
- Driven by results, both in terms of meeting organizational goals and customer expectations
- Proven leadership skills and the ability to manage a large team successfully, particularly in terms of leading others towards meeting the organization's mission and goals while providing an inclusive and positive work environment
- Business acumen related to human, financial, and information resource management
- Coalition building skills, including the ability to develop network and alliances with partners
- Political savvy and awareness of and ability to respond to the operating environment
- Ability to build consensus and negotiate strategically to drive results
- Excellent interpersonal and problem-solving skills
- Excellent written and oral communication skills
- Ensure that all systems operate smoothly and, in coordination with QA Manager
- Experience with business intelligence reporting

Qualified candidates will have a minimum of 10 years of overall work experience in project/program management and/or portfolio management
- Qualified candidates will have a a minimum of 7 years in Government, Civil Service, or their dedicated discipline

Preferred Qualifications:
- Demonstrated experience implementing a Salesforce program within a Government agency
- Proven experience managing a medium to large scale product and services program within VA

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
