What Success Looks Like In This Job

This position performs a variety of duties necessary to carry out Adams County Code Compliance investigations and the issuance of citations, with frequent, direct contact with the public. It is a specialized role within the Neighborhood Services Code Compliance team, providing essential support to the Department of Community Safety and Well-Being. Responsibilities include serving citations and appearing in court as a subject matter expert for code violation cases. The position requires background clearance, specific training, and deputization by the Adams County Sheriff’s Department. Use of a body camera is mandatory. The role functions as part of a broader team and contributes to maintaining county standards related to code enforcement.

  • Identify, document, and enforce civil infractions and code compliance violations, including zoning and environmental complaints.
  • Investigate complaints, conduct inspections, and issue citations, notices, or summons to responsible parties.
  • Maintain professionalism and effective communication with the public during interactions and citation delivery.
  • Assess risk in field situations while providing excellent customer service.
  • Conduct follow-up inspections to ensure compliance with local codes and ordinances.
  • Prepare, file documentation, and testify in court as required.
  • Provide accurate information and respond to public inquiries regarding county codes, laws, and services.
  • Maintain clear records of inspections, compliance history, and perform related administrative and vehicle maintenance duties.
  • Perform other related duties and responsibilities as assigned.

  • Demonstrate strong computer proficiency and use of software systems (MS Office, Accela, JD Edwards, E-Docs) and field tools (noise/light meters, iPads, cameras).
  • Maintain safety awareness, practice safe work habits, and participate in ongoing training including defensive tools and emergency response.
  • Conduct property research, read maps/street guides, understand county geography, and accurately gather ownership and contact information.



More Qualifications for Success

Experience:

  • Minimum of two (2) years working with the public and interpreting rules, laws, or procedures, including experience investigating complaints or allegations.

Lived Experience:

  • Lived experience in justice system involvement, poverty and homelessness, and/or behavioral health.
  • Up to one (1) year of demonstrated lived experience may count toward total required experience.

Education and Training:

  • High School Diploma or GED required.
  • Bachelor’s degree from an accredited institution preferred.
  • Up to one (1) year of work experience credit may be granted for post-secondary education based on full-time enrollment (transcript required).

License or Certificate:

  • Valid Colorado driver’s license required.
  • Must obtain Code Enforcement Officer Basic certification from the Colorado Association of Code Enforcement Officials within two (2) years of hire.

Background Requirements

  • Must pass a criminal background check and Sheriff’s Office clearance including a Computer Voice Stress Analyzer (CVSA) exam and fingerprinting.
