Position: Scientist Level IV

Location: Aberdeen Proving Ground – Edgewood Area, Maryland - 21010

Job Type: Full-time – On-Site

Job Overview:

The Scientist Level IV will provide senior-level scientific, technical, and programmatic support to the Office of the Chief Engineer at JPEO-CBRND. This role is critical in leading and supporting experimentation and exercise planning, execution, evaluation, and strategic decision-making to enhance operational capability development and technology transition. The position requires engagement with over 40 technical leads and active collaboration across multiple program elements.

Key Responsibilities:

  • Assist government personnel as the experimentation lead, supporting exercise planning and execution for JPEO-HQs and updates to the strategic campaign plan. Provide advisory support to the Chief Engineer and contribute to quarterly senior leadership briefings.
  • Collaborate with JPEO technical leads to assess maturity and applicability of candidate technologies, working with JPM/JPL leads and Chief Technology Officers (CTOs).
  • Participate in weekly risk planning sessions and advise on process improvements for experimentation and advanced development efforts.
  • Engage with exercise sponsors and participants throughout development and execution phases, serving as a Subject Matter Expert (SME).
  • Provide progress reports and updates on experimentation and exercises to JPEO and sponsors.
  • Serve as programmatic lead on internal and external IPTs, guiding administrative staff on agenda development, minutes, and action tracking.
  • Coordinate site visits and facilitate all aspects of exercise logistics and evaluation.
  • Represent the program at internal and external stakeholder meetings.
  • Offer guidance on Concepts of Operations (CONOPS) development and the transition of science and technology through to advanced development and fielding.
  • Guide experimentation teams in developing robust strategies for both requirements and technology development.
  • Provide written technical opinions to inform IPT decision-making.
  • Collaborate with project teams to evaluate technical results and develop actionable strategies across multiple product areas.
  • Recommend changes to experimentation/exercise plans that support cost, schedule, and performance goals through data-driven approaches.
  • Provide periodic reports and updates to senior leadership.
  • Stay current on emerging technologies and evolving CONOPS with potential program relevance.
  • Assist government personnel in requirements generation and CONOPS development.

Preferred Qualification:

  • Experience managing experimentation to demonstrate new technologies and operational concepts for enhancing Joint warfighter capabilities.
  • Familiarity with CBRN defense, counter-proliferation, non-proliferation policy, strategy, and readiness goals.
  • Experience managing Chemical, Biological, Radiological, and Nuclear Operations, Weapons of Mass Destruction Elimination, training, safety, and treaty compliance

Required Skills and Experience:

  • Option 1: Master’s degree in science, engineering, or a related discipline with 10 years of general experience and 6 years of relevant experience.
  • Option 2: Bachelor’s degree in engineering, science, business management, systems management, or a related discipline with 15 years of relevant experience.
  • Software Skills: Minimum 5 years of experience using Microsoft Office Suite, including Outlook, PowerPoint, Excel, and Word.

Schedule:
