Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.
Position Summary:
The Recruiter is responsible for full life-cycle recruiting, including sourcing candidates, screening applicants, and hiring for internal employees and external candidates. This position consults hiring managers on best practices.
Position Responsibilities:
Consults with hiring managers to understand roles to be filled and review profiles of ideal candidates.
Promote job openings internally and externally to attract potential candidates. Markets and promotes ANTHC at job fairs, national conferences, universities, and other professional organizations.
Acts as liaison with employment agencies, academic institutions, and trade schools.
Identity potential candidates using traditional and nontraditional resources such as LinkedIn, career fairs, online job fairs, community network events, etc.
Reviews and assesses applicant’s education, experience, training, and other qualifications.
Manages current candidate activity in the applicant tracking system (ATS).
Works with hiring managers to ensure compliance with all tribal/federal/state laws and regulations.
Develops and maintains an excellent relationship with hiring managers, coaching them on best recruitment practices.
Assess applicants’ education, experience, training, and other qualifications. Communicate job duties, responsibilities, work schedules, compensation and benefits packages, and career advancement opportunities. Verifies employment eligibility, gathers necessary paperwork, and performs reference and background checks. Prepare and extend job offers. Notify applicants of rejection.
Coordinates appropriate employment pre-screening requirements.
Maintains accurate vacancy rate and reporting by interacting with department managers on their staffing needs.
Manages internal transfer process, including screening, coordination of interviews with hiring manager, transfer offer letters, etc.
Commitment to professional development and staying current with industry knowledge.
Identifies, researches, and resolves recruitment and selection issues.
May also functions as liaison among various agencies and programs, including loan repayment, Indian Health Services, and Commissioned Corps.
Performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION
Bachelor’s degree in human resources or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Three (3) years of experience in Recruiting, Staffing, Human Resources, Sales and Marketing, or related experience. An equivalent combination of relevant education and/or training may be substituted for experience.
PREFERRED EXPERIENCE QUALIFICATION
HRIS experience.
PREFERRED CERTIFICATION QUALIFICATION
SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR).
ADDITIONAL REQUIREMENTS
According to the need of the organization, some incumbents in this job class may be required to obtain additional certification. Travel to remote locations is required.
