Position Summary
The Inspector will be responsible for the installation of Cleanouts for Sanitary Sewer for Frederick County Department of Water and Sanitary Sewer. Inspector will also be responsible for overseeing the installation and placement of any MOT and E&S that is required.
Essential Duties and Responsibilities
The Inspector will perform the following:
- Inspect and document work for the installation of cleanouts on Sanitary Sewer lines. Must be able to interpret state and local standards and specifications in relation to this project.
- The inspector will inspect materials prior to installation and once in the ground.
- Document in an Inspector's Daily Report all activities on the site along with all materials used.
- Responsible for documenting the contractor on site and the number of people used as well as equipment used.
- Inspect all deliveries and obtain tickets for proper documentation.
- Responsible for the testing of concrete, soils, and possibly HMA in larger areas of patching.
- Assist with Project/Task Closeout.
- Communicate with various stakeholders including Local, State, and Federal Governments, and make decisions in the field.
- Ability to work in a team environment to plan, coordinate, inspect, and oversee project activities of Water and Sanitary Sewer installation to include pavement restoration.
- Apply knowledge and experience towards the inspection of water and sewer installation using required standards and specifications.
- Ability to Physically perform essential duties such as, Walking, Standing, Bending, and lifting loads weighing up to 80lbs.
- No Travel Required
Education and/or Experience
- 5 years’ experience in inspection of Public Infrastructure Projects
- 2 years’ experience and accredited certification in soil and concrete testing
- Experience in moisture/soil testing, bearing capacity testing, paint thickness testing.
- High School Diploma or GED
- Experience operating computer equipment, software programs including Microsoft Office Suite.
- Must have a valid driver’s license and acceptable driving record.
- Able to pass a criminal background check.
- Required to work various shifts and on weekends.
- Ability to perform basic mathematical computations.

- Must be current with the following certifications.
- Mid-Atlantic Regin Technician Certification Program (MARTCP)
- Concrete
- HMA
- Soils and Aggregates (including Nuclear Gauge)
- Pavement Markings
- Sediment and Erosion Controls
- MDE RCP and Yellow Card
- Temporary Traffic Control Manager
- OSHA 10-Hour
Physical Demands
The incumbent in this position can typically expect to sit and use his/her hands to handle and feel for more than 1/3 of the day. He/she can expect to stand or walk for more than 2/3 of the day. Talking and listening are also expected for more than 2/3 of the day. The ability to climb or balance, stoop, kneel, crouch or crawl, or reach with arms will be needed for less than 2/3 of the day.
This position requires that the incumbent be able to lift items up to 80 pounds on an infrequent basis.
The incumbent in this position should have clear vision at 20 inches or less. He/she should be able to view various reports and forms as well as information displayed on a computer monitor and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also necessary.
