Job Overview:
As a Sr. Project Controls Professional, you will have the chance to work on project teams using your expertise in forecasting, change management, cost management, project budget analysis, project earn value measurement tracking, risk management, proposals, cashflow and reporting tools. You will assist with managing the overall program cost controls and reporting function by providing client management documentation, updates, and presentations at all levels of management.

Key Responsibilities:
- Develop, manage and maintain project budgets and routine monthly reporting and reforecasting
- Analyze monthly budgeting and accounting reports to maintain expenditure controls.
- Consult with managers to ensure that budget adjustments are made in accordance with program changes.
- Develops forecasts and assures that all pertinent information is updated in relation to the present scope of work.
- Integral part of the change management process. Reviewing and maintaining routinely to ensure project risks are properly documented and tracked in relation to the project's Estimate at Complete (EAC).
- Producing Earned Value based payment requests
- Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.
- Seek new ways to improve efficiency and increase profits.
- Maintain excellent communication to clients, executives and project team members.
Qualifications:
- Bachelor's degree in related field (Business, Engineering, Construction) with 5 years experience or 8 years experience in the industry in lieu of a Bachelors degree.
- Advanced skills within Microsoft Excel.
- Experience in performing, monitoring and reviewing cost engineering functions, which include cost control, time phased forecasting, cash flow management, monthly accruals and cost analysis, in the field and the home office.
- Specific experience in CPM Scheduling with Primavera P6, cost engineering functions, including cost control, change management and cost projection analysis
- Skilled in oral and written communication of financial analysis.
- Familiarity with government contract reporting and FAR standards.
- Must possess the legal right to work and remain in the United States without sponsorship.
- Previous Earned Value Management System experience
- Experience with invoicing process and providing supporting documentation for client approval
Ideally, the candidate would also possess one or more of the following qualification
- AACE and/or PMI Certification
- DOD, DOE or other Government project experience
- Experience creating, analyzing Time Impact Analysis and other claim development experience
- Experience in consolidating JV financials for the project
- Strong negotiation skills to assist Project Manager in resolution of changes, REA's and claims
