GENERAL STATEMENT OF RESPONSABILITIES:

The Human Resources Generalist serves as a key partner to the HR Director, providing comprehensive, day-to-day support across all HR functional areas. This role ensures the accurate administration of employee lifecycle activities, recruitment support, onboarding, benefits, payroll data, compliance reporting, and records management while upholding federal, state, and agency policies. The HR Generalist acts as a first-line resource for employees and managers, promotes best practices, and helps cultivate a positive, compliant, and mission-aligned workplace culture.

ESSENTIAL DUTIES — Including but not limited to

1. Benefit & Leave Administration

  • Enroll, terminate, and update employees in health, welfare, and retirement plans; audit payroll deductions for accuracy.
  • Coordinate annual open enrollment, benefit communications, and vendor interfaces.
  • Serve as in-house COBRA administrator; reconcile monthly carrier invoices and resolve discrepancies.
  • Track and administer employee leave programs (FMLA, ADA, personal, military, etc.) and ensure required documentation is complete.

2. HRIS & Employee Records

  • Maintain employee data in ADP (or successor HRIS): new hires, transfers, status changes, compensation updates, terminations.
  • Generate routine HR metrics (turnover, headcount, EEO, ACA, OSHA).
  • Ensure personnel, medical, I-9, and compliance files (electronic and paper) are accurate and audit-ready.

 

3. Compliance & Audits

  • Monitor pre-employment screenings: background checks, drug tests, credential verifications, E-Verify, and I-9 completion.
  • Monitor DCF/APD, VECHS, and other license/credential re-screen timelines; coordinate with HR assistant to maintain monthly compliance.
  • Prepare data for internal/external audits and file federal/state reports (EEO-1, ACA, OSHA, workers’ comp, etc.).
  • Keep abreast of federal, state, and local employment laws; recommend policy updates to remain compliant.

4. Recruitment & Onboarding Support

  • Collaborate with hiring managers to create requisitions and postpositions.
  • Coordinate offers, and initiate pre-hire onboarding; facilitate new-hire orientation in partnership with HR Assistant.
  • Maintain job descriptions and salary ranges in alignment with Agency standards.

5. Employee Relations & Engagement

  • Serve as first point of contact for benefits and policy inquiries; escalate complex issues to the HR Director as needed.
  • Assist with performance review cycle logistics and maintain performance documentation.
  • Support employee recognition initiatives and engagement surveys; analyze results and recommend action items.
  • Assist the HR assistant in maintaining the HR team's social media communication up to date.
  • Maintain the conference room calendar.

6. Payroll & Data Integrity

  • Audit bi-weekly payroll preview for HR-related changes (benefits, deductions, leave, status updates).
  • Prepare the payroll changes for final processing.

7. Training & Development Coordination

  • Track mandatory trainings, certifications, and continuing-education deadlines; notify employees/managers of upcoming expirations.
  • Schedule or facilitate HR compliance trainings (harassment prevention, handbook review, safety topics).

8. Continuous Improvement

  • Recommend process enhancements to increase efficiency and service quality.
  • Participate in HR projects (system upgrades, policy revisions, wellness initiatives, DEI programs) as assigned.

 

REQUIRED SKILLS & ABILITIES

  • Strong verbal/written communication, interpersonal, and customer-service skills.
  • Experienced with tools and familiar with generative AI applications such as ChatGPT.
  • Thorough knowledge of employment laws and benefit regulations (FLSA, FMLA, ACA, ADA, EEO, OSHA).
  • Exceptional organizational skills, accuracy, and attention to detail.
  • Ability to handle sensitive information with integrity and confidentiality.
  • Analytical and problem-solving mindset; able to prioritize multiple deadlines.

MINIMUM EDUCATION & EXPERIENCE

  • Education: Associate’s degree required; Bachelor’s in Human Resources, Business, or related field.
  • Experience: Three (3) current consecutive years of progressive HR generalist experience covering benefits administration, HRIS management, and compliance.
  • Certifications: PHR, SHRM-CP, or benefits/payroll certifications desirable.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a computer workstation.
  • Ability to lift up to 15 lbs occasionally (files, supply boxes).
  • Must be able to navigate between departments within Agency facilities.

OTHER

  • Participate in Agency fundraising activities and events.
  • Present a positive image of The Arc of South Florida to employees, families, and the community.
  • Adhere to all Agency policies and procedures.

 

SALARY RANGE:

  • Pay Rate: $20.35 - $30.53 per hour
  • Based on education and prior experience.
