Summary
The Administrator for Casa Del Carmen manages the overall operations and programs of the Family Service Center as well as The Casa Del Carmen Preschool Academy and The Cenacle at the Padre Pio Center. He or she is responsible for applying for and managing governmental and private funding sources. He or she will develop regular forums of communication, as well as, programs and services in response to community needs which advocate for the rights or resources necessary to uphold the dignity and welfare of individuals or client populations served.
Principal Duties and Responsibilities:
- Plans, develops, and oversees the delivery of all services to assure conformity with sound social work practice, the philosophy and ethical principles of the agency, and any applicable licensing/accreditation/funding requirements.
- Oversees daily operation of two buildings, an offsite outreach center and the contracts that are run within. Contracts include but not limited to Department of Public Welfare, Keystone Stars, Phl-PreK, PreK Counts, The DHS Parenting Collaborative, Real Alternatives, and other small contracts from public and private sources.
- Also responsible for the oversight of non government funded programs and services such as the CSS Help line, clergy line, document assistance program, emergency food pantry and material assistance program.
- Directly supervises all the Preschool Academy Director, Case Managers, Parent Educators and the Office Manager; conducts regular meetings with staff for the purpose of communicating priorities and objectives, resolving problems, and strategic planning for the center and its programs.
- Prepares and submits external and internal reports in a timely manner. Attends and participates in Provider meetings relevant to the scope of work at the centers.
- Prepares, monitors, and controls program budgets, including personnel time records, office and travel expenses, security and maintenance of facility, budgets for outside contractual services, and petty cash, assures that proper fee collection and third-party billing procedures are in place where appropriate; maintains fiscal integrity to established budget throughout each fiscal year; accepts and acknowledges charitable contributions.
- Pursues appropriate opportunities to obtain funding for family support services and/or additional programs by writing and submitting request for proposals.
- Network with programs within and outside the CSS system to maximize services to community. Establish and continue supporting existing partnerships with area agencies and public official offices within the community.
- Participates actively in agency-wide Quality Improvement Initiative and monitors compliance of staff with QI standards and data reporting; responds to mandated reporting and other requirements for individual funding sources and regulatory bodies.
- Maintains client and staff confidentiality in conformance with Agency confidentiality policy, professional standards, and state laws and regulations.
- Remains actively involved in developing and executing Catholic Social Services' strategic plans; reviews current legislation, professional literature, and practice standards for potential program and operational impact.
- Plans and coordinates new employee orientation and ongoing in-service training programs for assigned personnel; evaluates performance of assigned personnel; makes personnel action decisions on non-supervisory employees and/or recommendations on first line supervisory employees in the areas of selection, evaluation, training, promotion, discipline, or dismissal.
- Participates in monthly divisional management team meetings and specialized committees as appropriate.

Knowledge, Skills and Abilities
- Knowledge of, and orientation of philosophy of Catholic Social Services as presented in Mission/ Philosophy Statements.
- Knowledge of, and sensitivity to, all issues that affect the client population and an ability to advocate for the needs of the client population within the Agency and the community at large.
- Knowledge of the principles of program and facility administration including program management, maintenance, security, health and safety, budget and expense control, and organizational development.
- Knowledge of the basic principles and practices of social work administration.
- Ability to prepare and present oral and written reports.
- Ability to establish and maintain effective working relationships with other Agency Administrators, other Archdiocesan offices, regulatory agencies, and other public and private agencies; cultural sensitivity and ability to relate well and effectively in a diverse workplace and with a diverse client population.
Education:
- Must possess a Master's degree in Social Work or related area.
Experience:
- A minimum of five years progressive supervisory and/or management experience.
