The Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as an ER HR Business Partner. This position is responsible for providing leadership, mentoring, coaching and direct supervision of Employee Relations (ER) staff and team members.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties
Essential Duties and Responsibilities include but are not limited to:
- Responsible for managing and overseeing the day-to-day functions and activities of Employee Relations unit.
- Manage and conduct scheduled meetings with direct reports.
- Develop standard work documents, handbooks and management tools in accordance with AZ Management System (AMS).
- Assist division management by analyzing data and preparing written reports on personnel related issues.
- Provide advice and counsel to division management and employees in the matters of employee's performance, progressive discipline, employees' rights and problem resolution.
- Oversee and provide advice, guidance and counsel to Division executive leadership, DDD HR staff, and division managers/supervisors.
Knowledge, Skills & Abilities (KSAs):
- Arizona Revised Statutes (ARS) regarding Employee Relations.
- Arizona Department of Administration (ADOA) rules, policies and procedures DES policies, procedures and guidelines relating to human resources employee relations.
- Employee Relations investigation interviewing techniques and practices.
- Equal Employment Opportunity Commission (EEOC) and Office of Equal Opportunity (OEO) processes, procedures and guidelines.
- Family and Medical Leave Act (FMLA), and the Americans with Disabilities Act (ADA), The Fair Labor Standards Act (FLSA).
- Excellent organizational and analytical skills Mediation practices.
- Communicating effectively verbally and in writing.
- Researching, fact finding and investigative practices.
- Management and leadership techniques.
- Plan and make independent decisions.
- Be unbiased, objective and thorough when working with employee relations issues.
- Maintain sensitive and confidential information.
The ideal candidate for this position will have:
- Seven (7) or more years' of experience in relevant area with increase responsibility over time, requiring at least two years' specialized experience in area of assignment; Bachelor's degree in relevant field may substitute for two years of specialized experience.
- This position will require a current, valid Arizona driver's license. This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; the following requirements apply Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
