MANAGER OF ENGINEERING

 

JOB SUMMARY

                Under the direction of the Vice President – Engineering, the Manager of Engineering is responsible to plan, research, budget, design, and direct the construction and installation of a variety of water supply, water treatment, and water distribution facilities, structures, and related equipment and other utility plant facilities.  The responsibilities will also include oversight of all the activities related to each project.  The Manager of Engineering can expect to work on many projects at the same time, build and manage diverse teams of engineers from different disciplines, formulate and execute strategies, and coordinate with other managers. 

 

JOB DUTIES AND ESSENTIAL FUNCTIONS

Performs a variety of tasks, duties, and functions, which may include, but are not limited to, the following:

  • Supervise Engineering Department employees and manage day-to-day work flow for the Engineering department.
  • Analyze planning and design requirements for specific projects, oversee and direct all plan review.
  • Assist Vice President – Engineering in preparing annual capital budget.
  • Assist Vice President – Engineering in preparing and presenting rate case testimony and other supporting tables, evidence and documents, and other regulatory filings.
  • Prepare designs in accordance with applicable codes and standards.
  • Prepare plans, specifications, calculations, bid requests, and cost estimates of materials and labor.
  • Review and approve project costs estimates.
  • Develop timelines in the form of Gantt charts or similar means to track progress of Engineering Department employees, consultants, and contractors to assure timely completion of projects.
  • Prepare technical reports and analyses.
  • Identify and recommend corrective action for design discrepancies.
  • Coordinate design concepts and design plans with Division Managers.
  • Develop and maintain effective working relationship with contractors, consultants, government regulatory and permitting agencies.
  • Manage and evaluate department employees for all necessary training in company procedures, and corrective other disciplinary actions.
  • Evaluate potential candidates for employment.
  • Develop written procedures, as directed.
  • Provide assistance to, and foster cooperation with, other department heads.
  • Coordinate with and make presentations to a variety of local and state agencies.
  • Other tasks and duties as required.

Qualifications


SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS

Skills, knowledge, and physical requirements include, but are not limited to the following:

  • Strong analytical, organizational, and problem solving skills.
  • Proven ability to supervise, motivate, and train employees, and to recognize employee problems and recommend solutions.
  • Familiarity with all safety practices and procedures.
  • Familiarity with all Safe Drinking Water Act and Clean Water Act Standards requirements.
  • Ability to communicate effectively orally and in writing.
  • Ability to write legibly and have good reading skills, as well as ability to quickly comprehend.
  • Must have strong personal computer skills, and have strong working knowledge of and experience with a variety of computer modeling, design and related software packages, such as Microsoft Word, Excel, PowerPoint, Project, Microstation, AutoCAD, GIS related software, and water distribution system modeling software.
  • Thorough understanding of water treatment, filtration, distribution, and pumping systems.
  • Knowledge of electrical controls, operational control strategies, SCADA systems, electrical components, and electronic instruments.
  • Thorough understanding of City, County, State, and Federal permitting requirements for water systems.
  • Ability to manage projects and interact with all levels of company employees, as well as contractors, outside vendors, public agency representatives, and the general public.
  • Ability to accurately handle a high volume of varied tasks, to work well under time deadlines, and to assure the work of the Engineering Department is completed fully, accurately, on schedule, and on budget.
  • Must be dependable, punctual, and have good attendance.
  • Neat and presentable professional appearance.
  • Ability to perform repetitive physical activities using feet, legs, hands, and arms, and be able to use keyboard, walk, sit, stand, bend, stoop, climb stairs, reach, grasp, and occasionally lift up to 75 lbs.

EDUCATION, TRAINING AND EXPERIENCE

The following are required:

  • Undergraduate degree in Civil or Mechanical Engineering from an accredited college or university. Master’s degree desired.
  • Minimum of 10 years of progressively responsible engineering experience is required.
  • Registered Arizona Professional Engineer (P.E.) in Civil or Mechanical Engineering.
  • AWWA and other similar group affiliations desirable.
  • Valid Arizona driver's license and acceptable driving record.
  • ADEQ Grade 4 Water Treatment and Distribution Operator certificates are desirable.
