What are the responsibilities and job description for the Foster Care Program Manager position at Ascentria Care Alliance?
The Program Manager provides leadership, direction and oversight to programs, assuring solid financial management, program growth and quality services. He\She has the responsibility for the operation of multiple sites or programs including provision services, hiring and supervision of staff, budget and contract administration, management of the facility or property, and promotion of the programs to constituents. The Program Manager provides training and team building to make certain that the programs operate to meet the needs of the consumers.
Essential Responsibilities:
Program Direction
- Effective leadership in each program that promotes a mission and strength based foundation which demonstrates a philosophy for treating all clients, families, staff and collaterals in an open and respectful manner which builds upon competencies
- Assure that programs maintain treatment modalities that reflect the most current information, best practice and proven effectiveness
- Work with foster care and adoption teams in successfully collaborating tasks and operations that have mutual programmatic and client outcomes
- Expansion of existing programs and growth of into new areas of service according to strategic goals set annually
- Represent and maintain Ascentria program reputations as solid programs providing impactful services
- Assure that opportunities for expansion are realized through responses to grants
Funding Regulatory
- Effective funding source relationships as evidenced by contract renewal and compliance with all funding requirements including with DCF, EEC, and other stakeholders as they pertain
- Knowledge state, federal and international factors and systems that govern program and service areas
- Assure that guiding policies, contracts and licensing requirements including utilization of the web based IFamily Net system are utilized and abided by
- Assure that opportunities for expansion are realized through responses to grants, RFR’s and negotiations with funding sources
Clinical/Administrative
- Maintain expertise on issues and evidence based best practice related to foster care adoption and migrant youth
- Provide and model crisis intervention in a calm and effective manner and assure that supervisees can effectively provide crisis management within the programs as needed.
Fiscal/Budget Planning
- Development of annual operating budgets for programs that reasonably forecast the annual performance of programs
- Ensure that leaders practice good stewardship of resources including developing, implementing and staying within budget
- Knowledge of agency financial procedures and ability to communicate these procedures and processes within the programs
- Analysis and management of performances to budgets and revenue generation
Qualifications:
- Master’s degree in Human services related field
- 5 years management\supervisory experience
- Licensure recognized by ASWB {LICSW, LCSW, LSW, or LSWA] is preferred.
- Knowledge of the DCF/DEEC systems
- Excellent leadership skills including a commitment to building positive community support and ability to exercise considerable diplomacy in managing various systems
- Ability to be certified in First Aid and CPR
- Flexibility in thinking and scheduling including working nights and weekends
- Positive and energetic presentation and customer service, human centered attitude
- Possession of a valid driver’s license, ability to use own vehicle to get to locations through New England as needed and a good driving record.
