The City of Sunnyside, Washington (USA) has partnered with AstroHire Recruitment to hire a Finance Supervisor to coordinate the city's day-to-day accounting and financial activities for their community of 15,000 residents.
The Finance Supervisor directly leads, trains, and manages staff who are responsible for complete complex financial transactions in the following functional areas:
- Accounts Payable, Accounts Receivable, Cashiering, Utility Billing, Payroll, Deposit, Budget Preparation, and Annual Report Filing. Additionally, the Finance Supervisor manages daily, monthly, and annual banking, budget compliance, internal controls, auditing, grant monitoring, and various reporting functions for both internal and external use.
- This individual will also take a lead role in policy development and performance improvement throughout the City, with the goal to ensure the proper use of all city assets in compliance with laws, codes, regulations, and internal controls as outlined in the Budgeting, Accounting, and Reporting System (BARS) prescribed by the Washington State Auditor’s Office for Cash-Basis cities.

- Responsible for the day-to-day operation of the Finance Department, ensuring assigned staff are meeting their required work activities to the standards set by the Finance Director on behalf of the City Manager, City Council, and residents of the City of Sunnyside.
- Perform a variety of professional accounting duties related to the general ledger, including processing receipts, claims, internal transfers, investment management, budget compliance, and reporting.
- Supervise the performance of the following essential functions by staff, including stepping in as needed to maintain deadlines and reporting requirements: Receipting, Accounts Receivable, Accounts Payable, Utility Billing, Payroll, Deposit Preparation, and Customer Service functions. • Plan, direct, coordinate and review the work plans for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve issues.
- Train, motivate, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; recommend disciplinary action to department director.
- Assist in development of the annual operating and capital project budgets.
- Tracking and auditing budget compliance throughout the fiscal year, including providing reports to various department staff as needed.
- Preparation of the Annual Report including technical schedules and notes for fiscal year reporting to the State Auditor’s Office.
- Preparation and filing of required reports, including the full annual financial report and other specific grant compliance reports as necessary.
- Ensure proper internal controls for the City’s financial operations and proper policies and procedures that support prescribed BARS accounting for cash-basis cities.
- Ensure compliance with prescribed budget procedures and instructions; present and defend policy analysis recommendations; draft financial ordinances and resolutions.
- Coordinates and works with all City Departments to manage costing quality control system, accounts payable and receivable processes, audit functions and budget preparation.
- Attend and participate in professional meetings; stay informed of new trends and innovations in the field of local government accounting.
- Performs other related duties as assigned.

Requirements
Knowledge
- Basic knowledge of practices, principles and procedures of municipal accounting and related equipment.
- Thorough understanding of basic accounting principles and practices that specifically apply to cash basis accounting for municipalities.
- Knowledge of principles of local budget preparation and administration.
- Thorough knowledge of financial analysis methods and techniques.
- Understanding of principles and procedures of financial record keeping and reporting.
- Methods and techniques of economic analysis and forecasting. Operational characteristics of financial reporting programs. Principles of supervision, training, and performance evaluation.
- Understanding of pertinent Federal, State, and local codes, laws and regulations.
- Knowledge of modern communication devices, office equipment, and related tools. Abilities
- Ability to establish and maintain effective working relationships with manager, supervisors, and other City staff.
- Ability to communicate effectively, both orally and in writing, sufficient to handle sensitive projects and issues.
- Ability to manage and direct the City’s professional accounting program.
- Ability to oversee all cycles of accounting, including financial reporting and audits.
- Ability to make prompt decisions on complex matters and make evaluations concerning daily operations.
- Ability to troubleshoot and resolve problems within area of assigned function.
- Ability to provide analysis, projections, and recommendations on revenues, expenditures and financial policies.
- Ability to operate a personal computer and standard office programs, such as word processors, data bases and spreadsheets.
- Ability to work independently from general instructions and broad work expectations.
- Ability to summarize and communicate complex financial information to a variety of audiences. Communicate detailed information clearly and concisely.

Education
- High School Diploma or G.E.D.
- Associate’s Degree in Accounting or related field Experience
- Two (2) years of customer service experience.
- Five (5) years of progressively responsible accounting experience, including training others and supervision of staff.
- Experience in Municipal government finance
