What are the responsibilities and job description for the Engineer I - Watershed Restoration position at Baltimore County?

Pay Schedule I, Grade 26, Regular Schedule:  35 hours per week

A vacancy exists in the Department of Environmental Protection and Sustainability, Watershed Restoration Section.

Under general supervision, performs routine professional engineering, environmental planning and resource management work. 

  • Assists project restoration engineer in the design and construction of capital stormwater /water quality/ecological improvement projects, such as natural channel stream and floodplain projects.
  • Performs field inspections, construction oversight, as-built inspections and monitoring of stream restoration projects.
  • Investigates erosion complaints and requests for assistance from the public regarding natural waterway systems.  
  • Assesses riparian systems for restoration potential.
  • Reviews and critiques BMP and restoration design plans, special provisions, hydrologic and hydraulic models, and design details. 
  • Checks for inconsistencies between documents.
  • Directs and coordinates consultants and contractors on behalf of the department. 
  • Interfaces with members of the public and permitting agencies.

Examples of Other Duties
  • Assists with the approval of cost estimates and schedules; assists with fiscal management such as proposals and invoices.
  • Represents the department before community groups and permitting agencies.
  • Assists other professionals in technical studies, research and preparation of reports. 
  • Drafts external communications such as letters and presentations about water quality improvement projects.
  • Performs other related duties as required.

OR

Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America.


Preferred Qualifications 
College coursework, internships and/or work experience in civil, water resources engineering, hydrology, stormwater management, storm drain design, watershed/water quality planning and/or applied environmental projects such as stormwater management design, wetland restoration and stormwater treatment Best Management Practices.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Physical and Environmental Conditions
The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.

Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.
