What are the responsibilities and job description for the Materials Inspector position at Baltimore County?

Pay Schedule I, Grade 21, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Public Works Engineering & Construction, Division of Construction Inspection.


A list of eligible applicants will be established based on the examination as outlined below.


Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Under general supervision, provides testing and sampling services for soils, concrete, domestic water, asphalt, and other various construction materials associated with public utility projects (sanitary sewer, storm drain, water, bridges, and roads) within Baltimore County.


Essential Functions
  • Compacts testing of soils. Utilizes a nuclear gauge and conventional soils testing equipment in order to provide a report of the level of compaction achieved during backfilling operations, associated with public utility work conducted in the County or State right of way.
  • Samples new domestic water lines for the purpose of bacteriological testing before new lines are put into service.
  • Provides written and verbal reports of all material testing.
  • Samples Portland cement concrete associated with County and State/Federal aid bridge projects, utility structures, and roadway structures. Responsible for transporting these samples to a state or private testing lab for analysis.
  • Assists Construction Inspectors in developing water test layouts and suggested compaction procedures.
  • Samples other miscellaneous construction materials associated with County/State utility work and transports those samples to a state or private test lab for analysis.
  • May be required to work night and weekend shifts.

Possession of a high school diploma or an appropriate equivalent.

Two years' general construction or materials testing experience.


Certification as a Concrete Field Testing Technician I by the American Concrete Institute or Radiation and Hazmat Certification in the operation of a nuclear density gauge may be substituted for one year of the required experience.

  • Knowledge of construction materials and soils. Knowledge of the fundamentals of mathematics. 
  • Knowledge of construction techniques. 
  • Knowledge of County and departmental rules, regulations, policies, procedures, and standards. 
  • Knowledge of soils. 
  • Knowledge of the principles, practices, procedures, and equipment used in the testing of construction materials and soils.
  • Skill in reading and analyzing construction plans. 
  • Skill in the inspection, testing and grading of construction materials and soils. 
  • Skill in the operation of tools and equipment used in materials testing. 
  • Skill in the analysis and documentation of test results. 
  • Skill in keeping records.
  • Ability to keep records. 
  • Ability to work outdoors under a variety of physical and climatic conditions. 
  • Ability to inspect and test construction materials and soils. 
  • Ability to operate equipment used in materials testing. 
  • Ability to communicate effectively. 
  • Ability to lift items 50 lbs. or greater as needed.
  • Ability to learn and apply County and departmental rules, regulations, policies, procedures, and standards.

Licenses and Certificates
Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.


Physical and Environmental Conditions 
The work of this classification entails the performance of heavy physical labor such as bending, stooping, lifting and carrying very heavy objects, and the operation of vehicles and equipment. Work may require exposure to adverse weather conditions. 

Employment Background Investigation 
Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.

Salary : $38,433 - $44,214
