What are the responsibilities and job description for the ESL GRANT COMPLIANCE SPECIALIST PTE IV position at Bates Technical College?

- Identify and screen prospective students for ESL Grant eligibility, assist students with funding process, award in ctcLink, and troubleshoot issues related to funding.
- Reconcile ESL awards against expenditures in ctcLink monthly.
- Monitor and track ESL awards and students’ budgets to ensure ESL funding is leveraged and awards are processed and expended, develop corrective action plans as necessary.
- Develop and maintain relationships with each DSHS Community Service Office; maintain information regarding DSHS programs, resources and community services, provide information, referrals and forms.
- Actively recruit and collaborate with community organizations, disseminate marketing pamphlets, and flyers related to Workforce Education Services and the College.
- Facilitate new students’ orientation, intake financial aid forms. Provide an overview of program and the requirements for eligibility.
- Coordinate and organize individual student meetings to identify and assist in resolving a student barrier to success.
- Research, review and analyze data and reports to determine what changes or adjustments are needed to ensure compliance with ESL and federal policies and guidelines, and maintain the current policy and procedure manual.
- Develop and implement a process for conducting extensive student tracking. Monitor, document, and track students’ academic progress and program transition.
- Implement policies and procedures to meet/exceed performance objectives and ensure ESL grant compliance as assigned.
- Responsible for collection and recordkeeping of student data and files, periodically review and close files per schedule.
- Provide reports and recommendations, regarding ESL funds compliance, to WES Supervisor to ensure grant compliance.
- Work collaboratively with internal departments and staff to coordinate continuous improvement to ensure student transition, integration and success.
- Collaborate with outside partners to develop statewide data collection system to monitor and report the academic process, job readiness, and job development activities for students.
- Responsible for the accuracy and maintenance of information in hard copy and electronic file. Responsible for inquiries and resolve problems regarding ESL federal fuidelines, and funding issues.
- Prepare briefing, planning and report documents, and make oral presentations.
- Perform other duties as needed.
- Participate in Workforce Education Services orientation, intake financial aid forms
- Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
- Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.

Work Environment
- Work is performed in a normal, temperature controlled office environment.
- Occasional local area travel required.

Minimum Qualifications
- Associate’s Degree in education, public administration, business, or related field and a minimum of two (2) years of work experience providing effective customer service to dislocated adults, nontraditional, or low-income clients in a higher education, counseling, social service, or related field OR
- High school diploma/GED and four (4) years of experience in providing effective customer service to dislocated adults, nontraditional, or low-income clients in a higher education, counseling, social service, or related field
Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
