Description

The Energy Specialist will monitor and oversee existing county energy initiatives, including the Department of Energy, County Energy in Rural or Remote Areas (ERA) grant and assist and direct municipalities with their projects under this grant. The position will assist with developing and supporting county finance operations with tracking grant deliverables, reporting and associated requirements. The position will include field work that involves coordination of design, engineering, trades contractors, distributors, manufacturer representatives, and other market actors to implement Bayfield County’s energy resilience.

Work is performed both in the field and in an office environment. Work performed in the field will include construction sites. This is a grant funded position with funding through 2028.


Examples of Duties

  • Oversees energy and other grants, providing project oversight, accounting, report requirements and other administrative aspects.
  • Meets directly with County Highway Staff and Towns involved in the DOE ERA grant at their offices and on project sites.
  • Under general direction, assists in the planning, promotion, implementation, coordination and analysis of energy initiatives and goals .
  • Works closely with finance director and staff on grant deliverables, deadlines and documentation required for auditing purposes.
  • Shares energy saving materials and advice demonstrating various initiatives return on investment.
  • Coordinates support services to produce conservation and services materials.
  • Works with contractors to ensure that Bayfield County’s energy initiatives are meeting goals and deadlines.
  • Speaks to groups and conducts workshops.
  • Prepares written reports and spreadsheets including technical reports concerning the use of energy.
  • Uses computer programs to analyze and present information
  • Acts as liaison with community organizations and local municipalities.
  • Work closely with DOE ERA co-workers and Cheqbay Renewables.
  • Performs other related duties as assigned.

Qualifications

A. A bachelor’s degree and one year of related work experience.
Or a two-year degree and three (3) years working in an energy-related field and with the general public.
B. Project management experience preferred
C. Grant application and tracking experience preferred
D. Experience and/or education in accounting or bookkeeping preferred.
E. Experience in both office and field settings.
F. Valid driver license and reliable transportation.

Physical Requirements:


  • Prolonged periods of sitting and working at a computer.
  • Ability to navigate outdoor terrain in a variety of field, construction site and interior sites under construction.
  • May experience frequent periods of standing, walking, pushing, and/or pulling.
  • Ability to lift 20 pounds.

  • Experience working with databases and document processing will be weighted favorably, including any relevant work with file sharing systems.

Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. Depending upon the position, full-time employees may be scheduled either 37.5 or 40 hours per week.

Shifts for Dispatch personnel will vary, but cover 24-hours per day, 365 days per year. Applicants for these positions must be flexible. .

Insurance:
Health insurance is available to regular employees that work 26 hours per week or more and those that are eligible for participation in the Wisconsin Retirement System. Coverage is effective upon completion of one full calendar month of employment.

Both Disability and Life Insurance are available.
A Section 125 Plan (Flexible Spending) is available.

Sick Leave:
Sick time is accumulated at the rate of eight (8) days per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more. New employees are provided with 37.5 or 40 hours upon hire (in addition to the monthly allocation), which may be used for any purpose during the first year of employment.

Vacation for full-time employees scheduled 1950 hours per year:
Upon Hire: 37.5 hours
After One (1) year: 75 hours
After Five (5) years: 112.5 hours
After Ten (10) years: 150 hours
After Fifteen (1) years: 187.5 hours

Vacation for full-time employees scheduled 2080 hours per year:
Upon Hire: 40 hours
After One (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (1) years: 200 hours

Up to five (5) days equivalent of vacation may be carried over to the next year and must be used within the first 6 months of the new year.

For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.

Holidays:

New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve

Retirement:
Wisconsin Retirement System (Employee and Employer each contribute).

An optional Deferred Compensation Program is available.

Additional voluntary insurances are available, including: Vision, Dental, Accident, Disability and Critical Care. Premiums are payroll deducted for those who choose to enroll.
