What are the responsibilities and job description for the Emergency Management Clerk position at Bayfield County?
The purpose of this position is to assist in the performance of administrative and technical duties in development and operation of the Emergency Management Program. This is a part-time position scheduled 20 hours per week.
A. Act as office assistant to the Emergency Management Director.
B. Maintain office files that contain federal and state program information and maintain confidentiality when necessary.
C. Writing and electronically submitting press releases.
D. Serves as primary phone contact for callers and walk-ins. Must have ability to prioritize calls and refer to supervisor when necessary.
E. Maintains a variety of records including financial reports, mileage records, bi-monthly wage/salary reports and invoices receipt and payment.
F. Assist with annual budgets and data collection.
G. Maintain meeting calendar of Emergency Management Director.
H. Answer questions from public and staff on a wide range of topics.
I. Access information for employees and the public.
J. Prepare agenda and support materials for committees.
K. Sort and disseminate mail.
L. Develop and maintain all documentation related to towers and tower sites; negotiate tower leases and contracts; provide ongoing oversight to county communications systems.
M. Participate in emergency management training in order to assist with emergency management duties.
N. Operate ID card and printer software
O. Provide director assistance during emergency situations, in office and on site.
- Associate Degree in Criminal Justice, Emergency Management, Accounting, Finance, human services, Business Management, or related field.
- Minimum of four years of office related experience.
C. Significant computer experience and proficiency using Windows based programs including Word, Excel, Access, Outlook applications, website management and social media experience.
D. Valid Wisconsin Driver’s License
E. Applicants that have completed NIMS/ICS related training and/or have obtained Basic Emergency Management Certification will receive preference in hiring.

- May require occasional lifting of 30 pounds or less.

E. Strong email and distribution list experience.

G. Ability to prioritize projects and manage time efficiently.
H. Strong math and spreadsheet skills.
I. Ability to utilize computer applications as well as manual applications to process invoices, create and modify documents, and generate other routine office correspondence.
J. Ability to type, operate complex office machines and equipment including computers. Ability to correspond independently in an appropriate and professional manner.
K. Ability to use education, experience, and familiarity with Department guidelines, operations, and policies to complete tasks with little direction.
L. Ability to read and record information on computers rapidly and accurately.
M. Ability to prioritize workload and carry out assignments with minimal supervision.
N. Ability to analyze current policies and procedures, identify precedents that have been set, and recommend change to assist management in determining best practice or to increase efficiency.
O. Ability to read maps, interpret parcel maps, parcel numbers, legal descriptions, and jurisdictional boundaries.
