POSITION SUMMARY: This is a temporary rotational assignment pool with no guarantee of minimum hours. The Cultural Monitor is responsible for both participating in and monitoring archaeological and construction work within the Bear River Band of the Rohnerville Rancheria Nation consultation area. Most of the work is within 70 miles of Loleta, California. The applicant will work alongside archaeology consultants and/or developers or Agency representatives to monitor a diversity of construction or archaeological survey activities.
The Cultural Monitor is a staff representative of the Bear River Band of the Rohnerville Rancheria THPO Department when on duty in the field. The Monitor will obtain firsthand knowledge of any resources affected by excavations and construction in areas that are known to have cultural sensitivity or have the potential for cultural resources, human remains, and traditional sites/landscapes. While assigned to a construction/development project, the Monitor inspects the above-ground and below-ground area of potential effect (APE) during soil disturbance in order to watch for, and protect, tribal cultural resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Act as eyes and ears of the Bear River Band of the Rohnerville Rancheria THPO office to ensure cultural and resources are honored and protected.
- Participate in all aspects of archaeological fieldwork, as required.
- Report relevant information and photos to the Bear River Band of the Rohnerville Rancheria THPO Director in the form of written notes and summaries, and disclose all resource findings of objects, human remains, landscapes or features to the THPO Director at the time of discovery. Discovery of human remains shall be reported immediately so that the County Coroner can be contacted by the THPO; all other discoveries will be reported by the end of the day.
- Monitor construction work, including excavation (all ground-disturbing activities).
- Participate in archaeological fieldwork (shovel/auger testing, hand excavation, surveying, and screening, raking, and shoveling.)
- Inspect the APE for signs of artifacts or cultural materials.
- Take daily notes and fill out timesheets and expense forms.
- Assist with washing and cataloguing artifacts when required.
- Other duties may be assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Current Bear River Band and/or Bear River Casino employees are not eligible.
- Knowledge and respect of Bear River Bear of the Rancheria cultural landscapes, artifacts, and features, such as villages, hunting and camping sites, gathering areas, tools or tool fragments, items of daily use such as cooking vessels and instruments, ceremonial items, items associated with hunting or fishing, or burial sites. This knowledge must be sufficient to allow for identification of objects, features, and landscapes.
WORKING CONDITIONS/PHYSICAL DEMANDS:
- This position requires working long hours in outdoor weather conditions year-round, including extreme temperatures, winds, and direct sun.
- This position requires the physical agility to access cultural sites in diverse terrain. While performing the duties of this job, the employee is regularly required to stand; use hands and fingers to handle or feel work-related items, and sift soil of varying density. The applicant must be physically capable of long periods of walking, hiking, carrying a load of up to 50 pounds, and standing.
- Risks can include but are not limited to snake or insect bites and or poisonous plants. Applicants are responsible for wearing a hardhat and visibility vest at all times when on a construction site, carry animal and pest repellent, a first-aid kit, and provide their own food and water.
EDUCATION/EXPERIENCE:
- Must be eighteen (18) years of age.
- Must have High School diploma or GED
- Entry-Level Tier 1; Culture Monitor Certificate, no experience
- Mid-Level Tier 2; Culture Monitor certificate plus 6 credits of cultural resource management with at least a year or more of experience.
- Top-Tier 3; A Bac. in a related field such as Anthropology, Native American Studies, or Natural Resource Management and
thatincludes 6 credits in cultural resource management or equivalent.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Shall possess a valid driver's license and be insurable by agencies insurance.
- Must provide or obtain CPR & First Aide certification within three (3) months of hire.
- Must have valid Certificate in Culture Monitoring that includes archaeological training from an accredited institution.
COMPUTER OPERATIONS
- Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
LANGUAGE SKILLS:
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
MATHEMATICAL SKILLS:
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES:
- Ability to operate standard office equipment (copier, fax, etc.).
- Must be able to work with American Indian people and be sensitive to their culture.
- Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
- Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
- Provide leadership to others through example and sharing of knowledge/skill.
- Must have attention to detail, report to work-sites on time, and be present for the full number of hours required.
- Must have a flexible schedule.
- Must have reliable transportation.
- Must have a cellular device, and a functioning e-mail address that will be used daily.
- Must be able to work all shifts, weekends, holidays & special events as needed.
