Performs intermediate technical work by performing inspections and enforcement of erosion and stormwater management program practices to ensure compliance with legal standards, does related work as required. Work is performed under the supervision of the Environmental Engineer with aid from the Environmental Specialist.

 

 

Essential Duties & Responsibilities

 

  • Receives calls from contractors, homeowners, developers, answers questions, provides information, and schedules inspections.
  • Ability to comprehend and interpret approved construction plans and inspect work in progress for compliance with approved plans and code requirements.
  • Issues notices of violations and stop-work orders, if necessary.
  • Makes reports and keeps records regarding inspections.
  • Performs related tasks as required at the request of the Environmental Engineer and Environmental Specialist.
  • Accomplishes all tasks as appropriately assigned or requested by management.
  • Participates in employee meetings and training as needed.
  • Meets attendance requirements and division standards of operating procedures, and maintains the highest level of dependability.
  • Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs and reprioritizes work as necessary.

 

Qualifications

 

Education / Experience

 

Any combination of education equivalent to a high school diploma or general education degree (GED). Some experience in enforcement of environmental codes is desired but not required.

 

Knowledge / Skills / Abilities

 

General knowledge of erosion and sediment control standards and regulations, wetland, stormwater and flood plain management regulations and related laws and ordinances, Ability to read and interpret plans to compare them with the construction in progress.

 

Certifications / Licenses

 

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia.

Must obtain Dual Inspector certification from the Virginia Department of Environmental Quality within one year of attending the training course. The inspector is required to attend the training course within 6 months of hire. Once certification is achieved, the inspector will be promoted to Environmental Inspector II with a 10% pay increase no later than the next fiscal year.

 

For Natural Resources Inspector II, Dual Inspector certification from the Virginia Department of Environmental Quality is required. Inspector may obtain additional plan review certifications (Erosion and Sediment Control and Stormwater Management) from the Virginia Department of Environmental Quality if desired. Upon achieving both certifications, the Inspector will receive a 5% pay raise in the same or next fiscal year (depending on budgeting and planning).

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, standing, walking, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

 

Environmental Factors

 

The worker is subject to outside environmental conditions with very little indoor work performed and is subject to construction site noise on a regular basis.

 

Special / Additional Requirements

 

Subject to a complete criminal history background search and drug screening with acceptable results. Ability to contact owners, contractors, and the public; establish satisfactory working relationships, firmness and tact in enforcing codes and ordinances.
