Berkshire Community College (BCC) seeks a Executive Director of Human Resources (EDHR) to join our collaborative, innovative, and welcoming community. We are ready to partner with an HR (Human Resources) professional who is passionate about creating an equitable, inclusive, collaborative, and supportive workplace, culture, and employee experience. There will be many opportunities for the EDHR to use their experience and creativity to enhance the services HR provides the BCC community.

Position Summary:
The Executive Director of Human Resources (EDHR) is responsible for the development, implementation, and maintenance of HR policies, programs, and procedures. The Executive Director further maintains responsibility for personnel issues; interpretation of, and compliance with rules and regulations and collective bargaining agreements; recruitment; benefits/compensation administration; training and professional development; and supervision of HR staff. The Executive Director works closely with academic and administrative leaders to support their efforts and align Human Resources practices and procedures with those efforts.

The EDHR reports to the President and is a member of the President's Cabinet. The EDHR is supported by both internal academic and administrative leadership, as well as central community college services (including Legal Counsel) and HR support through connection and collaboration with other community college HR directors at monthly meetings and ad hoc networking.

The College seeks a partner in the EDHR to foster employee engagement through the design and implementation of training and professional development programs, as well as through the bolstering of onboarding processes.

The Executive Director works closely with the Director of Diversity, Equity, and Inclusion and the HR staff to align HR practices with the college's mission and strategic plan by developing an equitable and inclusive climate for recruitment, onboarding, and retention of employees from diverse backgrounds. The Executive Director of Human Resources must be able to creatively solve problems, weigh decisions independently, guide and motivate their team, and have an even temper and the ability to maintain confidentiality.

Primary Responsibilities: Provide leadership and participation in the development and implementation of college-wide and HR policies, goals, objectives, procedures, systems, and programs to meet the College's strategic goals and needs.

In alignment with the college's strategic plan and in collaboration with the HR staff and the Director of Diversity, Equity, and Inclusion, work to create a diverse and inclusive workplace for all faculty, staff, and students. Work to ensure that all personnel practices are valid and reliable, especially related to recruitment and hiring, and positively impact traditionally marginalized groups.
Develop and nurture positive employee/labor relations. Serve as the College's hearing officer for union grievances and complaints. Gain expertise related to union contracts and related documentation and provide contract interpretation. Represent and advocate for the College in mediations, arbitrations, and employee-related litigation. Work closely with union leadership to resolve issues, respond to requests, and provide required information.
Interpret, monitor, and ensure proper application of, and compliance with, state and federal law, College policy, and collective bargaining agreements. Maintain employment records and databases to adhere to legal requirements and provide needed information in a timely and usable fashion. Advise College leadership on personnel and compliance issues.
Maximize the use and functionality of HR technology and systems. In collaboration with IT (Informational Technology) professionals, think creatively to create efficiencies by gathering, sharing, and analyzing data, and develop both routine and ad hoc reports.
Oversee management, administration, and integrity of personnel processes and HR office functions including recruitment, onboarding, personnel records management; employee evaluations; benefits; compensation; and worker's compensation. Develop strategic recruiting, hiring, training and retention plans and other HR plans and strategies to meet the College's Strategic Plan goals. Design and implement training and professional development programs.
Lead investigations and draft findings. Participate in Title IX complaint processes as needed in collaboration with the Title IX Coordinator (anticipated hire Summer 2023, shared position with sister institution).

Job Requirements:
Required Knowledge, Skills, and Abilities

Bachelor's degree in human resources, public administration, business administration or a related field required. 5-7 years of progressively responsible experience in Human Resources administration.
Two (2) or more years of HR supervisory experience.
A willingness to quickly learn and apply learning related to collective bargaining, contract interpretation and grievance processes
Commitment to equitable recruitment practices and other actions to provide a diverse and inclusive workplace. Experience working with diverse groups and communities.
Demonstrated experience and knowledge using various forms of HR technology (ATS, HRIS, etc.). Experience creatively using technology to simplify processes and improve data collection and analysis.
Strong interpersonal and communication (both verbal and written) skills.
Must be a self-starter, highly organized and detail oriented.
Ability to stay positive and focused, keep sense of humor and positively motivate others to achieve needed goals.
Think creatively to find opportunities, support, resources, and solutions to challenges as they arise or for opportunities as they are envisioned. Willing to ask questions and seek advice on college and union questions to ensure an appropriate response.

Preferred Knowledge, Skills, and Abilities

Prior MA community college experience is a benefit.
Master's degree or equivalent work experience.
Prior experience working in a union environment. Experience with collective bargaining agreements/union relations, including contract interpretations and grievance processing
SHRM-CP, PHR, SHRM-SCP, or SPHR.
Work experience in higher education.
