What are the responsibilities and job description for the Deputy Fire Marshal position at Bexar County?
The Bexar County Fire Marshal’s Office is a specialized law enforcement agency responsible for protecting the lives and property of the citizens of Bexar County through the enforcement of statutes, the Fire Code, and other criminal/regulatory laws related to fire, explosives, and associated hazards. The Deputy Fire Marshal, under general direction of the Fire Marshal, and/or Division Supervisor is responsible for carrying out the day-to-day operations of the Fire Marshal’s Office. The Deputy Fire Marshal works closely with the Bexar County Sheriff’s Office, other law enforcement/ public safety agencies, area Emergency Service Districts, and municipal fire departments, as well as other regulatory authorities to protect the lives and property of the citizens of Bexar County from the threat of fires, explosions, and other natural or manmade hazards. This position may be assigned to any of the BCFMO Sections based on the needs of the Agency, and the candidate qualifications. Duties and Responsibilities:

- In official capacity as a sworn Texas Peace Officer, as directed by the Fire Marshal, enforces Texas State Law, the Bexar County Fire/Building Codes, and Commissioners’ Court Orders in order to prevent fires, explosions and other hazardous conditions; and in order to mitigate fire, explosive, and life-safety hazards
- Collaborates with and assists all other federal, state and local law enforcement, public safety, and regulatory agencies as directed
- Attend seminars, training classes, and in-service training as required by state law and other certification authorities
- Conducts training sessions, briefings, and safety classes for firefighters, law enforcement officers, county employees, the general public, elected/appointed officials, department heads and other agencies as directed
- Enforce laws, maintain order, and arrest violators pursuant to Bexar County Fire Marshal Office (BCFMO) Policy and the Code of Criminal Procedure; obtains and executes search and/or arrest warrants; conducts criminal investigations and other follow-up activity as determined by Agency policy; collects evidence and obtains statements to be used during criminal proceedings or court hearings; prepare written incident and investigative reports as directed; may testify in court or depositions
- Patrol areas of the county in order to detect violations of fire/building codes, hazardous conditions or State/local law.
- During critical incidents, may respond to emergency calls for service to assist Fire Department personnel and other public safety agencies as directed
- Issues Notices of Violation and Citations for violations of state law, and Commissioners Court Orders; issues Fire Marshal Orders, and Subpoenas as required
- During major emergencies, as directed by the Fire Marshal/ Emergency Management Coordinator (EMC) or during activation of the Emergency Operation Center (EOC) assists with functions of emergency management/homeland security which may include responding to and mitigating emergencies, providing and/or supporting uniformed law enforcement services during emergencies/disasters and coordinating emergency operations/activities as directed
- Performs related duties as required
- High School Diploma or General Education Development (GED) Certificate
- Completion of the Texas Basic Peace Officer Course
- Possession of Basic Texas Peace Officer License through Texas Commission on Law Enforcement (TCOLE)
- Certification through the Texas Commission on Fire Protection (TCFP) as either a Basic Fire Inspector or Basic Fire Investigator
- Basic knowledge of relevant tactics, techniques, and procedures, policies, regulations and laws relating to fire protection, fire prevention, criminal law enforcement, code enforcement, and fire/explosion investigation
- Ability to represent the County in a professional and effective manner; ability to communicate effectively both verbally and in writing; ability to pay attention to detail, cooperate with others, maintain composure, control anger, and avoid aggressive behavior, in difficult situations; ability to take on responsibilities and challenges; ability to calmly and effectively respond to a wide variety of stressful/emergency situations in order to lead or assist in the mitigation of any life-safety threat; ability to organize and establish a single or Unified Incident Command Structure; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the public
Certifications Necessary to Obtain and Maintain Employment:
- Must maintain required continuing education for both the Texas Commission on Fire Protection (TCFP), and Texas Commission on Law Enforcement (TCOLE)
- Must be able to meet the department’s initial firearms qualification course and then to maintain firearms proficiency annually with issued service weapons
- Must be certified as a Basic Fire Inspector (including Fire Inspector 1, Fire Inspector 2, and Plans Examiner 1) by the Texas Commission on Fire Protection (TCFP) at time of application; or
- Must be certified as a Basic Fire Investigator the Texas Commission on Fire Protection (TCFP) at time of application; and
- Must have IS-100, IS-200, IS-700 and IS-800 certifications at time of application; and
- Must complete the BCFMO Field Training program within 1 year of hire.
- Must possess and maintain a valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance
- Must have transportation available during the entire workday
- Must be able to don department issued personal protective equipment such as fire/extrication jackets or jump suit, protective boots, ballistic armor, eye and ear protection, helmet, and/or personal air purifying respirator
- As directed may assume command of major emergency incidents until properly relieved
- May be required to use force, as appropriate, or other defensive measures to subdue persons or to defend self or others
- Must secure and maintain a favorable background investigation from the Bexar County Fire Marshal’s Office
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work shiftwork
- Must be available 24 hours a day, 7 days a week, unless on approved leave or by authorization
- May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
- Working conditions are both indoors and outdoors, construction jobsites, burned-out buildings and structures, and rough and uneventerrain
- Routinely exposed to the hazards associated with fire suppression and related investigative work, namely fire, smoke, toxins, and other hazardous materials, to include explosives, biohazards and exposure to climatic extremes.
- May be exposed to explosives and chemical, biological and radiological hazards.
- Must be able to lift and move heavy objects weighing up to 100 pounds and maintain physical fitness commensurate with emergency response needs
- Will frequently communicate with co-workers; must be able to exchange accurate information; must be able to operate safely independently and as part of a small team
- Position requires rapid and unpredictable progression from a stress-free environment into a highly stressful environment with a constant threat of bodily injury or death.
