Brief Description
The Contracts Officer provides expert contracting support to BioMADE, a Department of Defense (DoD) sponsored bioindustrial Manufacturing Innovation Institute (MII). The Contracts Officer is responsible for supporting a variety of BioMADE contract and award processing, as well as procurement and other agreements. This position reports directly to the Director of Contracts and Agreements. BioMADE receives awards from multiple sources and issues subawards to industry, academic and non-profit entities after an RFP process. These awards are negotiated and executed by the Contracts and Agreements team.

Essential Duties And Responsibilities
- Draft, negotiate, and administer complex contractual agreements between BioMADE and its partners for the conduct of research, training, and other sponsored activities.
- Analyze contract and/or award requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedures.
- Support subaward tracking, issuance, subrecipient monitoring and subaward closeouts.
- Ensure contracting actions are carried out in compliance with all federal and agency requirements including the Federal Funding and Accountability Transparency Act and DATA Act and reporting obligations are in compliance with the Federal Subcontractor Reporting System.
- Use sound professional judgment to effectively balance compliance needs with BioMADE’s commitments to fund research, and the ability to convey potential changes and listen for feedback in a collaborative and constructive way.
- Proactively encourage and facilitate collaborative partnerships with members and demonstrate a commitment to excellent customer service.
- Interact with colleagues at all levels in the public and private sectors to encourage consensus on contractual issues.
- Maintain current knowledge of the regulations, requirements and national practices and procedures impacting research administration. In these capacities, it is expected that the incumbent will participate in professional development opportunities, and/or one or more professional organizations or groups.
- Maintain knowledge through continuing education and professional development.
- Participate in the assessment of sub-awardee or contractor performance.
- Liaise with other departments especially finance and program teams.
- Work to find resolution to contractual problems through appropriate terms and conditions and other conflict resolution due to poor or lack of performance-related issues.
- Support audit responses.
- Maintain electronic copies of relevant contractual documents.
- Support the development and implementation of operational plans, standard operating procedures and processes relating to contract performance and management.
- Other duties as assigned.
- Bachelor’s Degree and 4-6 years professional experience.
- Experience with 2 CFR 200 (Uniform Guidance) governed agreements is a plus.
- Experience working with the US Department of Defense or other National Security Agencies a plus.
- Significant knowledge of federal and/or non-federal contract and grant administration. Experience with Code of Federal Regulations, Federal Acquisition Regulations, grant administration circulars, regulations and policies.
- Strong professional judgment and effective problem resolution skills required.
- Ability to work collegially and effectively.
- Must be detail-oriented and well organized.
- Must be able to prioritize workload and multi-task in a fast-paced environment.
- Strong negotiation skills.
- Experience working with and maintaining confidential information.
- Ability to communicate effectively in writing and orally with a wide variety of membership institutions that may include faculty, senior corporate leaders, administrators, staff, and sponsor representatives.
- Ability to establish and maintain positive and sustained relationships that foster a high level of trust.
- Experience managing awards at a defense-focused nonprofit R&D facility preferred.
