Chambersburg Borough is Seeking a Public Works Director
The Borough of Chambersburg is seeking a high-performing professional to join our leadership team. The
Public Works Director will provide oversight of several disparate functional areas including: Highway
maintenance & repair, Sanitation collection & transport, and Motor Equipment management &
maintenance. Performs supervisory, administrative, and professional work involving planning, organizing,
budgeting, directing and supervising municipal Public Works, including but not limited to management of
public streets, rights of way, street repair program, street paving program, contractors and utilities working
on public streets and parking lots, storm sewer facility maintenance, snow removal, animal control,
protection from obstructions in the right of way, the installation and maintenance of traffic signs and other
non-illuminated traffic control and parking control devices and signage, centralized garage facility
management, motor pool management, vehicle maintenance and equipment repair, financial planning for
vehicle replacement, the management of tools and equipment at the Central Garage, residential and
commercial waste collection, negotiation of and maintenance of contracts with landfills and
waste/recycling contractors, management of the recycling program, compliance and reporting on
sanitation programs with the State of Pennsylvania, management of the green yard waste program, leaf
collection program, street sweeping program, bulky waste drop off program, e-waste drop off program,
and enforcement of sanitation rules. Member of the Borough Manager’s management team.
Competitive total compensation package, including; outstanding benefits, paid time off, generous

options. Starting salary: $103,396.80-$112,964.80, DOE.
Acceptable Knowledge and Experience
Bachelor’s degree in public administration, engineering, or related field from an accredited college or
university with five (5) years of progressively responsible supervisory and administrative experience in
public works management in a similarly sized or larger municipal operation overseeing a comprehensive
and broad- based public works organization. Possession of a valid Pennsylvania Class A CDL driver’s
license with Air Brakes designation within one (1) year of hire. Demonstrated leadership experience and a
strong history of working with policy makers and elected officials. Any combination of education, training, and experience that indicates an ability to manage these operations at this level.
General Duties and Responsibilities of the Public Works Director (not all inclusive)
- Develops and administers general operating policies and procedures that ensure the maximum
all public works functions
- Develops and manages roadway winter maintenance programs.
- Provides operational management of emergency activities to ensure the public’s safety
- Responsible for the general oversight of the coordination, planning, and scheduling of all routine
sewers, catch basins, bridges, sidewalks, decorative fountains, plazas, stairs, and all other
dedicated public works infrastructure.
- Oversees the coordination and management of the municipal solid waste and recycling programs,
- Responsible for the oversight and management of the municipal motorized equipment and
- Responsible for administering the Curb and Sidewalk Master Plan/Map and Policy and for serving
- Establishes standards of performance and safety as well as personal behavior for all Public
customers.
Chambersburg Borough management jobs require residency of 15 driving miles from Borough
Corporate limits within one year of hire date; and, one must remain within residency area while employed. Potential relocation assistance.
