What are the responsibilities and job description for the Parking Enforcement Officer position at Borough of Phoenixville?
Summary
Under immediate supervision of the Parking Supervisor, performs a wide variety of routine and less complex tasks and duties including, but not limited to: patrolling assigned areas of the Borough to enforce parking regulations, ordinances and laws; providing customer service, issuing parking violations, creating citations, appearing in district court, maintaining parking meters and lots, collecting money in meters
Essentials Duties and Responsibilities
- Provides outstanding customer service to all Borough patrons, business owners, and employees
- Issues tickets for violations of Borough parking ordinances in the assigned areas
- Creates citations for all violations that are not paid in a timely manner
- Perform basic maintenance of parking meters
- Ensures parking lots are clean and safe including kiosk accessibility and visibility of numbers on spaces
- Prepares evidence in support of legal actions taken by the Borough; appears in court as necessary; testifies at hearings and in court proceedings as required
- Assist with collection of money in meters
- Issues citations for expired meters, improper use of specially designated or timed zones/lots, improper parking, expired registration, improperly licensed vehicles, improperly parked motorcycles, parking in preferential areas, and related violations
- Completes data required for citations including but not limited to code sections violated, time, date, and location of offense, vehicle license plate number, and/or VIN
- Answers a wide variety of questions from the public regarding parking and related traffic laws, location of public buildings, parks, municipal facilities, and other points of interest
- Interacts with hostile and irate parking violators
- Tags, repairs, and/or reports malfunctioning parking meters, faded paint on curbs, vandalized signs, and other obstacles that may impede enforcement or hinder the public from understanding and obeying the law
- Perform other duties as assigned
Required Licenses/Certificates
- Possession of a valid Pennsylvania drivers license
Required Experience/Education
- High school diploma or equivalent
Qualifications/Skill & Knowledge Requirements
- Basic key entry skills
- Ability and willingness to spend long hours outdoors and in all types of weather
- Ability to walk extensively for the duration of a shift
- High level of interpersonal skills to handle sensitive and confidential situations
- Knowledge of safe work methods and safety regulations
- Knowledge of geographic layout of the Borough of Phoenixville
- Ability to operate a motor vehicle safely while observing parking violations and conditions
- Ability to make mathematical calculations
- Ability to meet approved physical standards
Physical Requirements
- Ability to lift 50 pounds repeatedly
- Ability to see, read, print, and draw letters, numbers, words, characters, and symbols both large and small
- Ability to hear normal conversations and communicate clearly, both orally and written
- Ability to work in extreme weather for prolonged periods
- Ability to sit, stand, walk, reach, bend
