POSITION SUMMARY
The Community Resource Coordinator provides services through the Resident Opportunities Self Sufficiency (ROSS) grant and/or other Self Sufficiency grants and other funding by assisting BHA program participants in achieving their economic opportunity goals and by connecting them to organizations with training, job placement and other opportunities to increase earned income while reducing their dependency on public assistance and rental subsidies. The Community Resource Coordinator works with private, non-profit organizations and government entities to promote strategies within the residential community to ensure the best use of public and private resources for supportive services and resident empowerment activities. The Community Resource Coordinator reports to and assists the efforts of the Community Connections Manager and the Community Connections team and can provide support for other programs such as the Family Self Sufficiency (FSS) grant as needed.

Essential Functions Summaries
- Inform families living in low-income housing of available social and economic community resources and perform outreach, case management, references and marketing campaigns for self-sufficiency programs and events by giving presentations; updating the BHA website; creating and distributing fliers, newsletters, brochures, calendars, and direct letters to participants and service providers.
- Drive to various activities and community events to understand and support their self-sufficiency programs, promote BHA's self-sufficiency programs and establish relevant connections for the purpose of client referral.
- Research and maintain knowledge of current community services that are geared towards employment, education, asset building, self-sufficiency or other self-help programs and provide this information to program participants when applicable to their individual goals.
- Work cooperatively with other community agencies to assess BHA participant utilization and assure the needs of the participants are being met by tracking outcomes and evaluating the success of social and economic service programs.
- Perform all tasks necessary to adhere to the Resident Opportunities in Self Sufficiency (ROSS) grant including coordinating the grant requirements, monitoring activity in the program, evaluating the program's effectiveness, and maintaining accurate records in support of the program.
- Oversee the daily activities and scheduling of the community computer lab.
- Work with the Community Connections Manager with planning and coordinating various public and private events, independent or in collaboration with community agencies, to bring the community together and help clients with self-sufficiency actions or to provide assistance in removing the barriers that keep a client from achieving self-sufficiency.
- Perform case work for programs such as Home Ownership or other self-sufficiency programs by helping participants define objectives, set goals, document and track progress, conduct follow- up appointments, provide community resource referrals, and demonstrate the ability to motivate or recognize participants when goals are met.
- Provide support to the Community Connections Manager and assistance to the Community Resources Coordinators for program activities such as the Family Self Sufficiency (FSS) grant, Family Navigation, and Rental Assistance Program.
- Work with the Community Connections Manager to provide coordination and management of the Resident Advisory Board.
- Work with the Community Connections Manager in improving communication to Public Housing properties, partnership agencies, Program Coordinating Committee and the community as a whole.
POSITION QUALIFICATIONS

Required Education and Experience
Education: Associate’s Degree Required, Field of Study: Social work or related field.
Bachelor's Degree Preferred, Field of Study: Social work or related field.
Experience:
- 3 plus years of experience in creating marketing materials, creating reports through databases or excel, and writing case notes.
- 3 plus years of direct customer service experience.
- 2 plus years of experience in social services related to non-clinical case management or job skills training.
- General knowledge of low-income housing programs would be helpful.
Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant.
Computer Skills:
- Experienced user of Microsoft Office programs, including Excel, Word, and Outlook.
- May need to troubleshoot routine issues with computers and software in the computer lab.
- This role routinely uses standard office equipment such as computers, phones, photocopiers, ten-key machines and fax machines.
Certifications & Licenses: HUD Certified Housing Counselor, or similar certification must be obtained within the first four months in the position.
Other Requirements: Must possess a valid driver’s license for use in Washington State and with the continued ability to be covered under Bremerton Housing Authority’s auto insurance policies.

WORK ENVIRONMENT
This is primarily an office position. The employee primarily sits at a desk but has the opportunity to move about at will. Hand-eye coordination is necessary to operate various types of office equipment. Occasionally stand in front of groups of people to present topics. Occasionally set up rooms for events. May drive to off-site locations. The employee will occasionally lift and carry up to 20 pounds. This position may have exposure to hostile clients or clients who may have difficulty with basic life skills or have trouble communicating.
