Job Title: Identification Technician II Department: Identification Bureau Hiring Range: $18.38 - $20.22 Compensation Grade: 2002 Compensation Pay Range: $17.84 - $24.98 Posted Internally and Externally Job Posting End Date: July 11, 2024 Purpose of the position: The purpose of this position is to perform skilled technical work as related to the classification and maintenance of criminal fingerprints, preserving identification and arrest records, and entering of pistol purchase and concealed carry permits. Minimum Education, Training and/or Experience (required at time of hire): High School or equivalent; two (2) years of experience in criminal justice; or an equivalent combination of education and experience. License or Certification Required by Statute or Regulation: Appointment of North Carolina Notary Public. Essential Functions of the Position: Capture civilian and law enforcement fingerprints, using both ink and electronic methods, and classify criminal fingerprints, using Henry and NCIC systems. Verify and catalogue mugshots (photos) within a database; research and compile criminal arrest histories for the courts, law enforcement, businesses, and general public; maintain and deliver criminal records to the courts. Incorporate scanning technology upon demand within the electronic document management system (EDMS). Create and maintain electronic data; within the Records Management System (RMS) in verifying and maintaining data related to personal identification. Identify deceased persons through photographs, fingerprints, and related methods. Process petitions and order of expunctions of arrest and photos in a timely manner. Process pistol purchase and concealed carry permits by entering into the system. Prepare and process daily deposit. Perform other related duties as assigned. Knowledge, Skills, Abilities: Knowledge of all methods of collection of fingerprint identification. Knowledge of the Federal Bureau of Investigation (FBI) modifications and extensions of fingerprint classification. Knowledge of the Henry Knowledge of System of fingerprint classification and the National Crime Information Center (NCIC) System of fingerprint classification. Knowledge of the proper use of Automated Fingerprint Identification System (AFIS). Knowledge of the standard methods, practices, records, and procedures of federal and state law enforcement agencies and their operations. Skill in verifying mugshot identities and entering into database. Skill in creating and maintaining accurate criminal histories. Skill in working with the general public and law enforcement officers. Ability to work effectively with co-workers and others in a close setting. Ability to incorporate advanced technical training into daily work. Ability to maintain and manipulate data within several computerized databases (CJIS, AOC, PhotoLog, CrimeCheck, etc.). Ability to operate and initiate the Electronic Document Management System (EDMS). Ability to grow professionally as systems and technology changes. Ability to exercise discretion with sensitive legal documents and materials. In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
