Hiring range for this position is $51,292.80 - $61,318.40. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 19.
General Definition of Work:
Performs intermediate technical and skilled work in obtaining, compiling, and presenting information pertaining to claims for benefits allowable to veterans and their eligible dependents. The Officer assists veterans and their dependents by first assessing their needs, and then taking appropriate action to file all available benefits on their behalf.. Work is performed under the regular supervision of the Veteran Services Director.
Essential Functions/Typical Tasks:
Interviewing and assisting veterans, widows, and dependents with claims; maintaining records and files; prepares reports.

- Interviews, counsels, and assists veterans and their dependents on their rights, eligibility, and entitlements.
- Completes applications for federal and state benefits and obtains supporting documents and affidavits: forwards same to the appropriate approving authority.
- Processes claims through the Department of Veterans Affairs.
- Maintains accurate records of processed claims.
- Prepares grave marker information and notifies monument services, local funeral homes, and cemeteries.
- Assists pensioned veterans and widows in completing their annual Eligibility Verification Reports.
- Works in close coordination with county veterans' organizations, providing information and services to veterans.
- Performs related tasks as required.
Knowledge, Skills and Abilities:
Requirements for this position include gathering supporting documentary evidence and presenting claims for benefits before the U.S. Department of Veterans Affairs. Requires extensive knowledge of Title 38 CFR, as well as the ability to act as a Veterans Advocate. The Veterans Service Officer must possess interviewing skills, interpersonal skills, and the ability to listen to and understand the veterans they are working with. Prefer thorough knowledge of State and Federal laws, rules and regulations pertaining to veteran's services and benefits and functioning's of the Veterans Administration. Individual will possess the ability to recognize the needs of veterans and their dependents, determine the course of action to be followed, and pursue action to a justifiable conclusion. Requires the ability to establish and maintain favorable working relationships with other members of the department, other state and government agencies, service organization and the general public. Prefer some knowledge of the human anatomy and the effect of disease and injury to the body as well as some knowledge of human psychology. Requires favorable interpersonal/customer service skills, and experience working with a personal computer and Microsoft Office software packages.
Education and Experience:
Requires graduation from high school and some experience in veterans' service work or military service. An equivalent combination of education and experience may be considered.
Special Requirements:
Requires copy of DD-214, (Honorable Discharge) if applicable. Possession of North Carolina Division of Military & Veterans Affairs and/or National Association of County Veterans Service Officers certification as a Veteran Services Officer or must obtain within 24 months of employment. Possession of an appropriate driver's license valid in the state of North Carolina. The position will also include some travel, overnight stays, holidays and weekends. Valid NC drivers license
Physical Requirements:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
