EMERGENCY MEDICAL SERVICES MANAGER
General Statement of Duties
Performs difficult administrative work planning, organizing and directing the emergency medical services for the County.
Distinguishing Features of the Class
An employee in this class plans, organizes and directs the activities of the emergency medical services for the County. Work involves budget preparation and administration, personnel staffing and training, equipment maintenance oversight, development and implementation of policies and procedures, and regulatory management and compliance for the division. Work requires long and short range planning for staffing, equipment, supplies and technology and strong knowledge of trends, liability issues, and rapidly changing medical sciences and protocols. Work involves a broad scope of public contacts, a variety of technical and detailed knowledge, and considerable independent initiative and judgement. The employee is subject to hazards in the emergency medical services work including working in both inside and outside environmental conditions, extreme temperatures, hazardous fumes, dusts, odors, mists, and gases and working in close quarters. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens. Work is performed under the general guidance of the Emergency Services Director and is evaluated through conferences, results of work, reports, and public feedback.
Duties and Responsibilities
Essential Duties and Tasks
- Plans, organizes and directs the activities of emergency medical services division and staff; coordinates procedures and regulations with agencies served; maintains up to date procedures manual for employees, volunteers, and agencies served; coordinates services with a wide variety of other emergency service providers including fire, telecommunications, hospitals and others.
- Researches, recommends and obtains needed vehicles, equipment, medical supplies, and technology; insures security of medications; insures proper purchasing procedures are followed.
- Supervises and participates in the hiring, orientation, training, work assignment, promotional decisions, and performance coaching and evaluation of staff; oversees staffing schedules.
- Develops and recommends capital and operating budget requests; handles purchasing of equipment, materials, and supplies; monitors and administers the approved budget; coordinates efforts with billing and collections staff.
- Responds to complaints, questions, and information about the services; supervises and participates in investigation of specific issues; responds to major medical emergency incidents.
- Assures the maintenance, completion and quality control of records, reports, and other information required in this field.
- Supervises the maintenance of emergency medical facilities, vehicles, equipment, supplies and materials.
- Assures compliance with laws, rules, and regulations such as OSHA, FCC, third party standards, local ordinances and federal or state legislation.
- Participates in county wide mass casualty medical preparedness programs; provides leadership and vision for the department’s EMS planning process; works with other emergency services and coordinates issues..
- Develops methods for evaluation of programs and systems designed to help with better resource management.
- Establishes and maintains a variety of records and reports for effective decision making and documentation.
Additional Job Duties
- Fills in for supervisory or shift staff, as necessary.
- Instructs in a variety of EMS training and other related programs.
- Attends conferences, training classes, meetings and reads literature to remain current with new trends and development in the field.
- Serves on a variety of committees for the County.
- Performs related duties as required.

- Thorough knowledge of federal, state, and local laws, policies, procedures, and regulations pertaining to emergency medical and other related services.
- Thorough knowledge of ALS emergency medical practices and procedures.
- Considerable knowledge of public management practices including planning, budgeting, purchasing, personnel, and related supervisory requirements.
- Considerable knowledge of the application of technology to the division.
- Considerable knowledge of modern and effective supervisory principles and practices including motivation, communication, leadership, team building, performance coaching and evaluation.
- Knowledge of laws and regulations related to staff supervision.

Physical Requirements
- Must be able to perform the physical life functions of climbing, balancing, stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, fingering, talking, and hearing.
- Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
- Must possess visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, do extensive reading and use measurement devices.
Desirable Education and Experience
Graduation from an accredited college or university with a degree in Emergency Medical Science or related field and considerable supervisory experience in emergency medical services ; or an equivalent combination of education and experience.
Special Requirements
- Possession of a valid North Carolina driver's license and Emergency Vehicle Driver certification.
- Certification by the State as an Emergency Medical Technician-Paramedic.
- Employee must live within Caldwell County (requirement for duty coverage and taking call).
