The California Air Resources Board (CARB) is looking for a scientist to join the Fire Emission Inventory team on the mission of inventorying fire activities and estimating fire emissions in California. This position is part of the Emission Inventory Analysis Section (“the Section”) in the Air Quality Planning and Science Division. The Section is responsible for developing a comprehensive emission inventory of wildfire, prescribed fire, Tribal cultural fire, agricultural burn, and other types of open burning activities. The fire emission estimates are part of the official emission inventory of the State of California. These emission data support many applications such as air quality planning, tracking progress towards pollutant reduction goals, assessment of fire’s impact on air quality and health, and public information request. Working with other scientists on the team, this position’s primary duties will focus on intentional fires: prescribed fire, Tribal cultural fire, and agricultural burn. There will also be opportunities to participate in other inventory projects related to wildfire, mapping of vegetation fuels, geospatial analysis, and accidental fire in urban area.

The position’s primary responsibilities include: working with other state and federal agencies on compiling, collating, and reconciling prescribed burn activity datasets into an integrated geodatabase; performing fire emission calculations using emission factors or models (e.g., FOFEM, CONSUME, etc.); working with partner agencies and public stakeholders to make data improvements; and working with researchers to develop novel methodologies to fill data gaps and reduce uncertainty of estimation. The position will collaborate with colleagues across CARB and other government agencies, academic researchers, and public stakeholders on fire, smoke, air quality, land management, and carbonaceous air pollutant issues. Other duties include writing technical reports and documentations, preparing briefing papers, and giving presentations to staff, management, other government agencies, and the general public.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)
  • Daily use of a personal computer, office equipment, and/or telephone.

Job Type: Full-time

Pay: $5,633.00 - $10,903.00 per month
