The California Department of Public Health (CDPH) is currently hiring for a Classification and Personnel Consultation Analyst (Staff Services Analyst) within the Human Resources Division
About the Human Resources Division at CDPH:
The Human Resources Division (HRD) partners with CDPH’s programs and management to provide guidance and consultative services on Human Resource matters that are necessary for the Department to carry out its mission to deliver quality public health services.

About the Role:
As a member of the Classification and Certification Analysis Unit, the incumbent will be responsible for analyzing, interpreting, and applying civil service laws, rules, regulations, and policies to a variety of human resources matters. The incumbent will be responsible for working on matters related to position allocation, organizational structure, reorganizations, out-of-class assignments, pay differential reviews, classification specification revisions, classification studies, and certification functions. This position will also be provided the opportunity to participate on project teams.
Responsibilities (please see Duty Statement within the job posting for full details):
· Effectively reviews, approves, and processes hires utilizing the automated Request for Personnel Actions (RPA) and CalHR’s Examination and Certification Online System (ECOS).
· Assists with reviewing and approving position allocation requests. Analyzes and determines appropriate alternatives to meet program needs. Recommends alternative hiring solutions using good personnel management practices and procedures.
· Under supervision, researches and composes responses to employee out-of-class grievances and merit issue complaints
· The position is being advertised as a hybrid position with some in-office requirements in Sacramento County.
Desirable Qualifications:
· Human resources experience or education
· Experience in a customer service environment
· Strong analytical and problem-solving skills
· Strong written and verbal communication skills
· Knowledge of California State personnel rules and regulations
· Experience in training or public speaking
· Experience in interpreting/applying laws, rules, regulations, policies, procedures and guidelines
· Ability to work effectively both independently and cooperatively with others
· Ability to organize and establish workload priorities and work well under pressure
· Self-directed, reliable, and enthusiastic with a commitment to continuous learning and improvement
· Experience with essential business software including but not limited to, Microsoft Outlook, Word, Excel, Adobe, PowerPoint, Visio etc
