The California Public Utilities Commission (CPUC) is leading California's efforts to achieve a 100 percent clean energy future by 2045. The Electric Planning & Market Design branch of the CPUC's Energy Division develops and oversees programs and policies to ensure that existing and new electricity resources are available to meet the State electric grid's reliability needs.
The Integrated Resource Planning (IRP) group's Transmission & Interconnection section is in search of dynamic, creative team members to lead implementation of critical state policy development and research on electricity grid planning, particularly for transmission and interconnection issues. The section values strong analytical skills and seeks individuals that have experience and interest in data-driven policy and applying engineering skills to decarbonization problem solving. Under general direction of the Project and Program Supervisor, the Energy Utilities Engineer (UE) will support the IRP Transmission & Interconnection section in the development of work products that are used to advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The incumbent will have responsibility for leading projects related to integrated resource planning, resource modeling, transmission planning, and transmission and interconnection development issues. The incumbent may also be responsible for representing the Division in California Independent System Operator (CAISO) or California Energy Commission (CEC) stakeholder processes where resource planning issues are relevant. The incumbent may also be responsible for leading and/or supporting investigation and research of alternative technologies that best enables swift evolution of the electric grid to integrate higher levels of variable resources and storage technologies to meet the State's 100 percent clean energy goals. The UE will analyze data to determine if policy objectives have been met. The UE will make recommendations based on independent analysis of regulatory, policy, and technical issues. The UE will develop tools and solutions for the CPUC's policy-setting rulemakings via a wide range of work products, review and provide feedback on proposed legislative bills, and work with a team that oversees implementation of programs that result from these CPUC and legislative processes. The UE will perform other work as necessary, such as writing and presenting reports, coordinating with other California organizations and agencies (e.g., the CEC, the California Air Resources Board, CAISO), and responding to outside inquiries.
CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.
