Job Summary
The Manger, Regulatory is responsible for system authority, handling regulated works and activities for Operations as well as providing direction, procedures, and guidance. The role represents CN’s Operations in development, modification and implementation of federal legislation, regulations, rules, and standards, ensuring that the railway's interests are protected.
Main Responsibilities
· Supervise, lead, and support Regulatory Compliance Specialists
· Provide Subject Matter Expertise (SME) for regulatory required programs
· Ensure regulatory compliance through the management of regulatory required programs
· Assist with the development and implementation of programs and processes to comply with regulations
· Provide guidance to Operations on regulatory interpretations by maintaining current knowledge of regulations applicable to the company
· Assist in the preparation of responses to regulatory requests
· Collaborate with internal and external stakeholders on waiver request preparation
· Lead and participate in the auditing of internal regulatory processes for quality assurance, continual improvement, and regulatory compliance
· Participate on teams consisting of multiple disciplines to make decisions on the proper reporting of incidents
· Provide regulatory support as necessary
· Develop and maintain professional relationships with regulators, industry partners, and internal stakeholders
· Support the duties of the Senior Manager, Regulatory Affairs
Working Conditions
The role is performed in a combination of office and outdoor environments in various types of weather and environmental conditions with a regular workweek from Monday to Friday. The incumbent must be available to work shifts and weekends and be available on-call 24/7 to respond to critical incidents. The role must be able to work at heights with appropriate protective gear. The role requires occasional travel (25%) to remote locations and Canada.
Requirements
Experience
Railroad Operations
· Between 5 to 7 years of experience in railroad operations (Engineering, Mechanical, Network Operations, or Transportation)
o Demonstrated experience in the application of and compliance with federal regulations as part of job tasks
o Experience in interpreting and applying federal regulations*
o Experience in providing guidance on regulatory matters*
o Experience in writing, and reviewing regulatory required programs*

Education/Certification/Designation
· Bachelor’s Degree in Business, Management, Organizational Leadership, Logistics, or Safety*
· Valid Driver’s License
