Scope of Work:

Capio Group is looking for an OCM to work as part of the team to provide implementation services for the client’s system:

  • Develop the client’s Salesforce Architecture based on the client’s Enterprise Architecture Common Business Processes, Master Data Management, client’s Business Needs, Functional and Non-Functional Requirements, and Interfaces with external client’s program partners.
  • Provide the ability to make changes to one business area/application without causing side-effects to other business areas.
  • Ensure the information/data entered into the system is complete and consistent by implementing and enforcing business rules when any information is captured.
  • Place tighter controls on changes to all information and data within the system through the establishment of a data governance process that approves all changes to the systems’ data.
  • Provide a standardized set of interfaces implemented through a common interface subsystem, where information can be transmitted to external entities, and the interface can be quickly tailored to individual stakeholder needs.
  • Ensure all information is tightly related and all changes to the information are traceable to who made the change, when the change was made, and what change was made.
  • Provide the business with the capability to track a case from initiation through completion that allows the review of related current and historical data from all programs within the client.
  • Provide management with management reporting capabilities to review staff workload, performance, and activities.

  • Provide management with the ability to perform trend analysis on activities and active results to identify high-risk areas where actions, such as increased inspections, could be performed to minimize risks to animal health and food safety.

  • Allow all public program applicants to submit applications and payment through an online service.
  • Allow applicants and business owners to review their data, inspection results, actions underway, etc. online.

The Organizational Change Manager’s primary duties is to perform Organizational Change Management. Deliverables including but not limited to:

  • OCM Management Plan
  • OCM Stakeholder Analysis
  • OCM KPIs and Measurements
  • OCM Change Impact Assessment
  • OCM Communication Plan
  • OCM Sponsor Roadmap
  • OCM Coaching Plan
  • OCM Resistance Management Plan
  • OCM Change Readiness Assessment
  • OCM Execution
  • OCM Close-Out Report
  • OCM Transition Plan

Mandatory Experience:

  1. A minimum of five (5) full time equivalent (FTE) years of experience providing organizational change management (OCM) services to state and local government agencies including the following:
    1. Performing a current state to future state change impact analysis
    2. Developing and executing an OCM Communication Plan
    3. Developing and executing a Sponsor Roadmap
    4. Developing and executing an OCM Coaching Plan
    5. Developing and executing an OCM Resistance Management Plan
    6. Developing and executing an OCM Training Plan
  2. A minimum of five (5) FTE years of broad and extensive OCM experience successfully managing OCM initiatives for information technology (IT) programs and/or projects including the following:
    1. Development of Work Breakdown Structure for OCM activities, deliverables, and milestones
    2. Risk and issue management
    3. Stakeholder management
    4. Scope and change management
    5. Business process review and gap analysis
    6. Performing OCM readiness assessments
    7. Developing and applying standard OCM metrics
  3. A minimum of five (5) FTE years of team building, knowledge transfer, coaching, and mentoring experience.
  4. A minimum of five (5) FTE years of experience leading and facilitating meetings with all levels of executives, management, staff, and project stakeholders.
  5. A minimum of five (5) FTE years of experience in the following: 
    1. Schedule management utilizing Microsoft (MS) Project 
    2. Development of Work Breakdown Structure for OCM activities, deliverables, and milestones 
    3. Risk and issue management 
    4. Stakeholder management 
    5. Scope and change management 
    6. Business process review and gap analysis 
    7. Performing OCM readiness assessments
    8. Developing and applying standard OCM metrics 
    9. Consulting experience for a project with a budget of at least $25million
  6. Bachelor’s degree from an accredited college or university. A copy of diploma must be provided upon request
    **Additional qualifying experience may be substituted for the bachelor’s degree on a year-for-year basis. Four (4) years of experience can be substituted for a bachelor's degree. The substituted experience must be in addition to the required years of experience. Example: If the experience requirement is five (5) years, and the individual is substituting four (4) years of experience in lieu of a bachelor's degree, a total of nine (9) years must be submitted to claim this qualification.
  7. Current certification from either:
    1. Prosci - Certified Change Professional 
    2. Association of Change Management Professionals - Certified Change Management Professional
  8. Must be able to provide reference contacts for all applicable projects and request additional reference scoring/signature as needed.

Desirable Experience :

  1. Additional FTE years of experience over the five (5) mandatory years of MQ #1 up to a total of ten (10) years of experience providing organizational change management (OCM) services to state and local government agencies.
  2. Additional FTE years of experience over the five (5) mandatory years of MQ #2 up to a total of ten (10) years of experience providing extensive OCM experience successfully managing OCM initiatives for information technology (IT) programs and/or projects.
  3. Additional FTE years of experience over the five (5) mandatory years of MQ #3 up to a total of ten (10) years of experience providing team building, knowledge transfer, coaching, and mentoring experience.
  4. Additional FTE years of experience over the five (5) mandatory years of MQ #4 up to a total of ten (10) years of experience leading and facilitating meetings with all levels of executives, management, staff, and project stakeholders.
  5. A minimum of one (1) Salesforce Public Sector Foundations project supporting: 
    Providing post go live support for end users
  6. Master’s or Doctorate degree from an accredited college or university. With a concentration in any of the following: Organizational Behavior, Organization Development, Industrial Psychology, or Change Leadership. A copy of diploma must be provided upon request
  7. Current certification from: 
    Project Management Institute - Project Management Professional
    A copy of certification must be provided upon request.
  8. Current certification from either the:
    1. Scrum Alliance – Certified Scrum Master 
    2. Scaled Agile Framework (SAFe) Scrum Master
      A copy of certification must be provided upon request.
