What are the responsibilities and job description for the WTP/SNAP Career Planner position at CareerSource Research Coast?
CareerSource Research Coast currently has an opening for a WTP/SNAP Career Planner in our Fort Pierce, FL Career Center. A programmatic position providing career-planning services to CareerSource Research Coast (CSRC) Supplemental Nutrition Assistance Program (SNAP) and Welfare Transition Program (WTP) participants. Maintains a caseload and assists participants in becoming self-sufficient through successful placement utilizing all CareerSource Research Coast services and other community resources.
This is a full-time, Monday through Friday position. *NOTE* This is a temporary position offered through Manpower. After successful completion of 90 days, Full time employment with CareerSource may be offered.
Career Planner must have:

PRIMARY PROGRAM RESPONSIBILITIES
1. Schedules timely initial appointments for participants.
2. Develops an Individual Responsibility Plan (IRP) with WTP or an individualized plan with SNAP participants using the assessment information that outlines the participant’s goals and objectives, and updates the plan, as needed, to guide participants toward their career goals.
3. Monitors the participant’s progress according to the IRP or individualized Plan and develops strategies to achieve long and short-term goals.
4. Assists with assigning work activities for the participant that helps prepare the participant to successfully enter employment.
5. Assigns activities for participant’s that are compliant with WTP Core and Core Plus requirements.
6. Monitors daily alerts for case information and responds accordingly.
7. Provides individual counseling and career planning to participants.
8. Determines the need and suitability for training, issues Individual Training Accounts (ITA), enters ITA information into the Gazelle tracking system, monitors attendance, and makes adjustments to ITA’s as necessary to reflect actual training costs.
9. Obtains required information and inputs the data timely and accurately in the appropriate management information systems, i.e., One-Stop System Tracking (OSST), Employ Florida and Gazelle.
10. Determines the participant’s need for support services regarding medical, childcare, transportation, training and education, employment, substance abuse, mental health, and domestic violence and documents they need.
11. Issues monthly Food Stamps Reimbursement (FSR) for eligible SNAP participants.
12. Maintains current and accurate records, including updates of the IRP and/or individualized plan.
13. Refers participants to appropriate resources for support services not provided by CSRC.
14. Assists WTP participants with diversion and relocation programs, if they qualify for these services.
15. Serves as a mentor to participants.
16. Participates in continued training to remain knowledgeable in all the programs mandates that affect customer flow.
17. Works in collaboration with other CSCR staff members and shares confidential customer information in order to place the client into employment.
18. Refers participants to Work Certified and other workshops, as needed.
19. Follows CSRC procedures/guidelines when determining participant’s need and suitability for On-the-Job Training (OJT) opportunities in accordance with contract requirements.
20. Tracks clients enrolled in On-the-Job Training (OJT) to ensure successful program outcomes.
21. Initiates pre-penalty process in accordance with state and local guidelines for WTP participants and/or request sanctions for non-compliance for SNAP participants.
22. Maintains ongoing communication with the Department of Children and Families (DCF) for program compliance, case closing, and eligibility for SNAP and refers ineligible SNAP participants to DCF.
23. May conduct orientation and other workshops as appropriate for both WTP and SNAP participants.
24. Assists in the development of outcome measures to evaluate achievement for participant’s goals.
25. Analyzes reports used to show compliance and non-compliance of WTP participants.
26. Works closely with the WTP/SNAP Programs Manager to ensure adherence to policies and program requirements.
27. Assumes other duties as assigned by the WTP/SNAP Programs Manager.
28. Participates in continued training to remain knowledgeable in all requirements of the programs.
KNOWLEDGE AND SKILL REQUIREMENTS
1. Communication skills as evidenced by experience working with people.
2. Customer service and interpersonal skills.
3. Sensitivity to individuals who may be experiencing stress.
4. Proficient in Microsoft Office specifically, Word, Excel and Internet usage.
5. Knowledge of community partners and other community resources.
6. Organizational skills.
7. Knowledge of CSRC programs and database systems–One-Stop Service Tracking System (OSST), Employ Florida, and Gazelle.
8. Knowledge of local training providers and CSRC partners and programs.
9. Knowledge of local labor market.
10. Ability to set goals and objectives related to the development of career and employment plans.
11. Vocational counseling experience preferred.
12. Required to obtain CSRC Development Professional-Tier 1 certification within first 6 months of employment, if not already certified.
EDUCATION AND EXPERIENCE
1. Bachelor’s Degree preferably in Counseling, Human Services or a related field and minimum of one (1) year case management experience, or five (5) years equivalent combination of related experience and/or education.
