Position Requirements
The Program Manager plays a pivotal leadership role in the daily operations, regulatory compliance, staff supervision, and quality assurance of a Residential Group Care program. This position ensures the delivery of trauma-informed, developmentally appropriate, and person-centered services to children and families, in alignment with state contracts, agency policies, and licensing requirements. The Program Manager provides clinical oversight, directs staff performance, ensures programmatic efficiency, and upholds the highest standards of care and accountability.
Position Responsibilities
The Program Manager is responsible for the oversight and strategic direction of a licensed residential program, including compliance with licensing, performance standards, staffing models, and agency objectives. This role ensures a safe, structured, and supportive environment for program participants while supporting staff in delivering high-quality services.
Education:
- Master’s degree in Psychology,
- A Bachelor's degree in Social Work or in a related area of study from an accredited college or university and at least two (2) years of experience working with children required
- Two (2) years of college and three (3) years of experience working with children or at least five (5) years of experience working in child welfare without a post-secondary degree may be considered in lieu of a Bachelor’s
Experience
- Minimum of five (5) years of professional experience working with emotionally or behaviorally challenged children and families
- At least two (2) years of supervisory or program management experience in residential care or a comparable setting
- Case management, staff training, and experience with regulatory compliance and reporting required
- Graduate studies may substitute for up to two (2) years of required experience
Professional Competencies
- Proven leadership and team management skills in a care-based or human services environment
- Deep understanding of trauma-informed care, child development, and therapeutic interventions
- Strong working knowledge of state licensing standards, Medicaid billing practices, and residential program regulations
- Proficiency in documentation, quality improvement, incident reporting, and audit preparedness
- Excellent communication, conflict resolution, and time-management skills
- Ability to adapt to evolving regulatory, contractual, and agency requirements
Key Responsibilities
Program Operations & Oversight
- Oversee all day-to-day functions of the residential program, ensuring safety, structure, and therapeutic alignment
- Maintain compliance with the Residential Group Care Contract, agency policies, and local/state/federal regulations
- Coordinate and document emergency preparedness procedures; serve as program COOP coordinator
Staff Supervision & Development
- Supervise and support program staff through regular coaching, evaluations, and performance improvement plans
- Develop individualized growth plans, conduct annual merit reviews, and ensure completion of mandatory training
- Coordinate staff schedules to ensure 24/7 coverage; participate in after-hours emergency rotation
Service Delivery & Quality Assurance
- Ensure timely and accurate documentation of service delivery, including admissions, discharges, and case notes
- Oversee clinical programming, activity scheduling, and treatment coordination with internal and external providers
- Participate in all licensing inspections, funder audits, and CQI (Continuous Quality Improvement) initiatives
Participant & Family Engagement
- Support intake, transition, and discharge planning for program participants
- Collaborate with families, guardians, legal representatives, and external professionals to support client success
- Maintain organized, confidential, and compliant client records
Billing & Reporting
- Ensure timely submission of monthly billing, program utilization reports, census data, and performance outcomes
- Review and approve incident reports (UIRs) in alignment with agency and state policy
- Maintain documentation related to Medicaid billing, staffing logs, and training records
Community Engagement & Facility Management
- Serve as a liaison to community partners, including schools, law enforcement, GALs, and clinical providers
- Maintain facility conditions to meet health, safety, and licensing standards
- Promote a welcoming, professional, and mission-aligned culture across the program
Leadership & Strategic Involvement
- Actively contribute to the agency's Management Team and strategic planning efforts
- Lead and document regular staff meetings, participate in agency-wide planning sessions, and foster a culture of accountability and innovation
- Respond promptly and professionally to internal and external communications
Additional Duties Responsibilities may evolve in collaboration with the Director of Residential Services and other senior leadership to meet the growing needs of the agency.
Pre-Employment Requirements:
Employment is contingent upon the successful completion of a background checks, which may include Level 2 background check, verification of employment history, education, criminal record, and a Motor Vehicle Record (MVR) check if the position requires driving. Additional screenings may be conducted as relevant to the role.
The Program Manager reports to the Director of Residential Services.

Pay: $54,000.00 - $64,000.00 per year
