Title: Program Director/Miami Dade County, FL
FLSA Status: Exempt
Job Summary: The Program Director provides program oversight and operational success of the permanent supportive housing (“PSH”) program at Carrfour Supportive Housing. Duties include team management, quality control, evaluation, development and coordination of all services offered to persons served.
Essential Duties/Expectations:
Administrative:
· Direct the day-to-day operation and coordination of the PSH program for person who are formally homeless and or have mental health/substance abuse issues.
· Provide oversight and support to staff to ensure compliance with HMIS for reporting all programmatic and HUD required outcomes.
· Participate with ongoing continuous quality improvement (CQI) initiatives to enhance program operations; attends the monthly CQI and/or workgroups facilitated by the management team.
· Represent organization at meetings, conferences and workshops intended to promote the supportive housing industry and service to the homeless community.
· Attends scheduled workshops, trainings and meetings as required;
· Reports to the Vice President of Resident Services
Financial:
· Ensure that each program is fully utilizing all grants including all components-operations, leasing and services.
· Responsible for ongoing coordination with the accounting team to ensure spending levels are consistent throughout the year and that billing, financial and programmatic reports are accurate and submitted on time.
· Conduct periodic reviews of resident files to maintain the accuracy and ensure compliance with programmatic outcomes.
· Work in collaboration with the Area Manager to ensure the overall well-being of residents and the community as a whole including property issues, utilization of rental assistance subsidies, compliance with all funding sources, decrease in vacancies, and compliance with the CSH Supportive Housing Model.
· Responsible for supportive services fundraising and submission of grant and other funding applications.

Program Development
· Work in collaboration with the Area Manager, Property Manager and Services Team to establish community-building activities (tenant council, residents' meetings, etc.) and facilitate/supervise workshops and information sessions to meet residents’ needs and interests to enhance life skills.
· Provide oversight to all programmatic requirements of the Land Use Restriction Agreement(LURA)
· Establish and maintain relationships with local and state social, educational, health and housing agencies to ensure residents’ access to community service programs.
· Develop program initiatives to increase resident satisfaction, improved daily living skills and housing stability skills.
· Oversee coordination of all employment activities on site or through collaboration with employment services programs
Tenant/Resident Relations
· Work in collaboration with the Area Manager to ensure community safety, security and timely completion of incident reports and required reports
· Develop and support the ongoing success of the Resident Council ensuring that this group meets monthly and has developed a plan for resident engagement and programming.
· Ensure that at least one member of the Resident Council is represented at the Resident Services Sub-Committee of the Carrfour Supportive Housing Board of Directors to promote resident input in program development..
· Provide crisis intervention services as needed onsite.
· Meet with Area Manager a minimum of two times per month to coordinate programmatic and operational programs and needs, address resident issues and strengthen the onsite team through mentoring, coaching and team building activities.
Staff Management
· Supervision of the Program Manager through weekly meetings to review programming, resident issues that may affect housing and or the overall community, conduct file reviews, and budget utilization and planning.
· Conduct periodic case staffing to address needs, strengths and employability skills, review HSP & resident progress and assess at-risk and high needs residents for appropriate placement.
· On-going coaching of staff to ensure service interventions provided to residents are documented accurately and timely in the clients file and/HMIS.
· Assist in hiring, training and on-site supervision of assigned staff, including performance evaluations and progressive discipline.
· Actively participate in individual and group supervision of staff;
· Monitor all supportive services staff PTO and ensure the timely completion of timesheets within required periods.
Minimum Requirements:
- Pays close attention to detail and demonstrates strong organization skills.
- Proficient in Microsoft Office 365 programs.
- Effective communication skills, backed by detailed written documentation and comprehensive listening skills.

Education /Experience:
- Master’s degree in social work, mental health, psychology or related field is preferred. In lieu of a Master’s degree, a Bachelor degree in social work, mental health, psychology or related field is required.
· A minimum of two years’ experience working in supportive housing or related field preferred.
· A minimum of two years’ supervisory experience preferred.
· Knowledge of community resources.
· Ability to work a flexible schedule and be on-call as needed for emergencies
· Bilingual (English/Spanish or Creole/English) preferred but not required.
Licenses/Certifications: Valid Driver’s license & proof of insurance.
