Ø Bachelor’s degree in Civil Engineering, Public Administration, Business Management.
Ø Or a combination of related education and experience totaling five (5) years that include three (3) years of progressively responsible relevant experience in operations, and two (2) years of supervisory experience.
Ø Or any equivalent combination of experience and training relevant to the position totaling five (5) years that includes two (2) years of supervisory experience.
Certifications:
Ø Valid Montana Driver’s License.
JOB SUMMARY
The Deputy Public Works Director (Deputy Director) for the Cascade County Public Works Department (PWD) assists the Public Works Director (Director) in managing the PWD, overseeing, directing, and coordinating multiple and varied activities, projects and operations of the PWD, ensuring compliance with local, state and federal regulations, exercising supervision of PWD staff, and supporting the Director in strategic/long-term planning, resource allocation, and project management. The Deputy Director assists the Director in the development and implementation of plans, policies and procedures for the PWD, preparation, administration and management of the PWD budget, interacts with contractors, developers and vendors, serves as a liaison between the PWD and the community and provides highly responsible and complex technical support to the Director. The Deputy Director may assume the responsibilities of the Director in the Director’s absence and will perform other duties or projects as required or assigned to accomplish the overall objectives and mission of the PWD.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Assists with the supervision of a large workforce with multiple division supervisors and staff including professional and technical labor, directs the work and assigns priorities for the PWD and ensures a properly trained workforce and assists the Director with and participates in staffing decisions including hiring, firing, training, discipline, performance evaluations and scheduling of work; Assists the Director in developing and implementing PWD goals, objectives, policies and procedures and participates in emergency planning operations; Encourages and contributes to a work environment that encourages positive staff morale, motivation, commitment and team building with all PWD employees and other County offices, departments and staff; Assists in the management, administration and implementation of ongoing activities related to protocol and compliance issues and makes policy development recommendations related to protocol and compliance issues with regard to internal new employee orientation, staff training, personnel management decisions, budget preparation, and grant and contract tracking; Assists the Director in preparing budgetary projections, identifying resource needs and providing technical expertise; Assists the Director in the review and discussions of union bargaining proposals and participates in bargaining unit negotiations; Assists with the monitoring of contractor or vendor performance and compliance by making periodic and special inspections of road and bridge maintenance projects, new construction, remodeling of existing facilities, relocation of facilities; Reports to the Director on design and construction contracts, manages contract bidding process, evaluates competency of contractors and vendors, determines the selection criteria for public contracts and manages the contract budget and the contractor/vendor relationship; Assists the Director with preparation and implementation of the capital improvement plan for County heavy equipment, light duty vehicles, light duty equipment and facilities for approval by the BOCC; Assists with the implementation of the approved plan and authorized expenditures; Assists with the review and coordination of federal and state programs available to the County, develops proposals to secure federal and state assistance and provide for coordination of grants received; Reviews proposed and new legislation to assist the Director and advise the BOCC of potential impacts and ensures compliance with state laws; Assists with the implementation of reporting and control methods; Reports to the Director on program management for environmental rehabilitation of underground storage tanks and leaking underground storage tanks and ensures testing and compliance of existing County fueling systems; Assists the Director in coordinating DES and emergency personnel on incidents requiring County resources and participates in a leadership role on Incident Command Team where and when appropriate; Assists in the development, maintenance and updates to various departmental standard operating procedures and policies; Assists the Director to coordinate with OSHA, MSHA and County Risk Management to ensure employees and facilities are in compliance; Practices and encourages work place safety and holds employees accountable to practice work place safety; Reviews complaints regarding department deficiencies and develops plans for correction and reports to the Director; Assists the Director to ensure compliance with fiscal requirements and other legal rules and regulations; Attends trainings, meetings and conferences to improve efficiencies and to remain current of state and federal requirements; Reports to the Director on all building projects, new construction, relocation and remodeling; Assists the Director with the oversight of the carpenter and painter, ensuring work projects are coordinated with appropriate department heads and contractor and analyzing the cost benefit ratio to the County; Assists the Director with cleanup and documentation during and after local disasters; On-call evenings and weekends; Serves on boards as directed by the Director; Servies as a liaison between the PWD and the community addressing concerns and providing information about PWD projects and services; Assistant ADA Building Accessibility Coordinator jointly with Director and the HR Director; Assistant Program Manager for grant funded County projects, provides grants coordinator required reports and financial documentation; Assists Director with coordination with projects including the Great Falls Community Development Department, Public Works Department, Montana Department of Transportation and Malmstrom Air Force Base; Performs other duties as required or assigned.
