General Job Description:
As a Purchasing Manager, you will be responsible for sourcing technical electronic equipment, goods and services and managing our vendor base, and managing purchasing staff. The successful candidate will be able to develop strong vendor relationships with strategic benefit and perform strategic procurement activities across multiple categories of spend, while using your skills to leverage vendor relationships for valuable spot and long term deals. You will work with peer management and purchasing staff to grow our product line and vendor base. We are looking for an experienced, strategic Purchasing Manager to do the following:
- Evaluate suppliers based on price, quality, and delivery speed
- Interview vendors and visit suppliers' plants and distribution centers to examine and learn about products, services, and prices; especially in the electronics arena
- Attend meetings, trade shows, and conferences to learn about new industry trends and make contacts with suppliers
- Analyze price proposals, financial reports, and other information to determine reasonable prices
- Negotiate contracts on behalf of our organization
- Work out policies with suppliers, such as when products will be delivered
- Meet with staff and vendors to discuss defective or unacceptable goods or services and determine corrective action
- Evaluate and monitor contacts to be sure that vendors and supplies comply with the terms and conditions of the contract and to determine need for changes
- Maintain and review records of items bought, costs, deliveries, product performance, and inventories.
Company Description:
We are a 20 year old family owned casino parts distribution company, with around 30 employees in two locations, with sales around $10M in 2019, $9M in 2021 and projected $13M in 2022. Headquarters is in the Hwy 249 and SH99 area, close to Tomball. Operations, HR, Purchasing, Accounting and Marketing is in our Houston location. Sales, Service and Distribution are both in our Houston and Las Vegas locations. We have a sales team composed of six sales reps and two customer service reps, a tech team composed of 3 technicians and a purchasing team composed of two buyers. LOCATION / HOURS:
- Tomball, TX 77377 (approx Hwy 249 and SH 99)
- Full-time/40 hrs. wk.
- M-F, 8am –5pm
PROGRAMS / SOFTWARE:
- Experience in MRP systems and practices, such as Oracle NetSuite
- Experience in working with Ecommerce and Eprocurement systems, such as SuiteCommerce, Arriba and Coupa
- Experience with Microsoft Office 365 suite (Excel, Word, Outlook; Teams)
PROFESSIONAL EXPERIENCE AND CHARACTERISTICS:
- Vendor development and management
- Vendor negotiation and contracts
- Second sourcing and vendor managed inventory
- Buyer management experience necessary
- Work with confidential documents necessary
- Highly organized; able to multitask, prioritize and manage time effectively
- Excellent and Professional written and verbal communications skills including spelling and grammar

CERTIFICATION/EDUCATION REQUIREMENTS:
- 10 years in Purchasing experience (REQUIRED)
- 5 years in Purchasing Management experience (REQUIRED)
- Product distribution experience (preferred)
- Experience in purchasing new and used product (preferred)
- Bachelor’s Degree in related field (preferred)
- Certified Purchasing Professional (CPP), (preferred)
- Certified Purchasing Manager (CPM), (preferred)
JOB REQUIREMENTS:
- Establish and implement purchasing policies and procedures
- Monitor ongoing compliance with purchasing policies and procedures
- Direct procurement policies to ensure all items are purchased and delivered within budget and time constraints
- Identify and source new suppliers and vendors of new and used product
- Manage vendor and supplier selection process based on price, quality, support, capacity, and reliability
- Develop and maintain strategic relationships with key suppliers and vendors
- Establish and update an approved vendor/supplier database
- Develop, negotiate, and administer purchasing agreements and contracts with suppliers in support of organizational requirements, and monitor compliance
- Evaluate contracts to ensure compliance with legal requirements and organizational policies
- Facilitate timely placement of purchase orders
- Review purchase orders for proper authorization and compliance with organizational policy and procedures
- Develop and manage purchasing budgets and forecast
- Monitor and reduce purchase variances to meet profit objectives
- Produce regular reports on purchase commitments, cost, and delivery performance
- Evaluate supplier bid opportunities for lot purchase of new and used product
- Manage risk relating to quality, cost, delivery, and supply of purchases
- Oversee supplier compliance with company internal quality standards and external regulations
- Troubleshoot cost, quality, and delivery concerns
- Measure and manage the vendor and supplier cost, quality, and delivery performance
- Introduce performance improvement measures for suppliers and vendors
- Manage continuous improvement of purchasing processes in line with changing organizational needs and market conditions
- Work with relevant departments to manage inventory requirements for multiple warehouses
- Work with warehouse management for general inventory storage, accountability and accuracy
- Work with quality and tech management for planning, inspection of purchased product and refurbishment or repair where needed
- Work with distribution management for planning and timely receipt and stocking
- Oversee the operations and daily activities of the purchasing department
- Develop, motivate and manage performance of purchasing staff
