POSITION TITLE:        Program Manager

DEPARTMENT:            Foster Grandparent / Senior Companion Program

REPORTS TO:             Director of Community Services

SALARY:                      $66,560 – $69,249 yr./ DOE

WORK SCHEDULE:    40 hours per week, Monday - Friday, 8:00 a.m. - 5:00 p.m., some

                                      weekends and evenings hours

FLSA STATUS:            Exempt

POSITION DESCRIPTION: Manage and oversee all aspects of the Foster Grandparent /Senior Companion Program, including planning, implementing, and evaluating its comprehensive initiatives and strategies designed to assist low-income seniors and special needs children. The Program Manager must be resourceful, able to problem solve, responsible, self-motivated, trustworthy, and able to balance the various requirements to the benefit of the volunteers and program. Must have a strong desire to help others and should be able to respect, inspire, gain trust and build confidence among senior citizens and people with disabilities. Needs to be able to communicate and interact with staff, volunteers, and partners with a professional and friendly demeanor.

FINANCIAL RESPONSIBILITY:

Provide input in the development of the program budget. Monitor and report on program expenditures to ensure spending is within approved budgets.

 

SUPERVISORY RESPONSIBILITIES:

Directly supervises 2-3 employees and volunteers in the Foster Grandparent / Senior Companion Program. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and assigning work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

ESSENTIAL FUNCTIONS

 

  • Represent agencies and departments in the community with other organizations on matters pertaining to low-income seniors and special needs children, community planning and related issues. Participates in various external meetings associated with the programs.
  • Maintain and expand existing program activities and develop new initiatives that foster the department and agency's mission.
  • Ensure conformity, consistency and accountability of service delivery within and across programs of the department according to established standards.
  • Develop and implement program-specific policy and procedure manuals.
  • Attend community events.
  • Other duties as assigned.
  • Ensure that service coordinators have established and maintain a working relationship with other staff, partners, and volunteers.
  • Plan, manage and supervise the annual recognition luncheon, Christmas luncheon, and other gatherings for the volunteers.
  • Compile and submit weekly, monthly and annual reports as required by programs and agency.
  • Ensures the volunteers submit appropriate paperwork and receive payment in a timely manner.
  • Review, investigate and resolve all complaints/problems from staff members, volunteers or clients associated with all programs.
  • Attends and participates in ALC meetings, training and presentations.
  • Responsible for researching, investigating, applying and/or providing support to management for grants to fund the programs.
  • Responsible and/or providing support to management for fundraising, including grant requests, letter writing and presentations to the public.
  • Knowledgeable on E-grants.
  • Ensures that all regulatory requirements are met for all programs funded by federal, state and/or county funds.
  • Ensures reports are submitted in a timely manner.
  • Keep the Department Director informed of any program-related problems, issues, incidents and/or potential legal concerns so that the appropriate action can be taken in a timely manner.
  • Keeps supervisor apprised of program and/or volunteer issues, community and partner feedback and trends related to the program.
  • Coordinates with other programs and is comfortable working in a flexible environment.
  • Is familiar and adheres to all agency policies and procedures and the Corporation for National and Community Services (funder) project regulations

QUALIFICATIONS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

 

  • Bachelor's degree (B. A.) from a four-year college with a degree in Gerontology, Social Service or related field a plus
  • 3-5 related experience or equivalent combination of education and experience. Minimum of two years of supervisory experience.
  • Experience working with seniors and diverse populations. Desired: Master’s degree in related field, knowledge of community resources.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, policies and procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of clients, volunteers, staff and general public.
  • Desired: Bilingual English/Spanish (preferred).

 

CERTIFICATES, LICENSES, REGISTRATIONS:

Valid California Drivers License and current automobile insurance in compliance with Agency requirements. Must successfully complete DOJ/ FBI live scan and debarment process.
