The International Foster Care Program provides long-term foster care to unaccompanied foreign-born youth in process of resolving their immigration status, mostly from Central America. The position is funded by the Office of Refugee Resettlement (ORR) Division of Children’s Services. The Position requires you to work independently, as part of a team, and in support of case managers. Training, advocacy, education and independent living skills preparation are important components of this position. Experience working with immigrant populations is desirable. This is a 30-hour per week position. There will be some early evening hours monthly and occasional weekend hours.

Case Support Specialist Duties and Responsibilities:


1. Develop a working knowledge of International Foster Care (IFC), Office of Refugee Resettlement (ORR), and Catholic Community Services (CCS) policy & procedures. Work with team to ensure compliance to ORR federal contracts for youth in Long Term foster care. Participate as a member of the Independent Living Skills (ILS) team providing ILS services for youth.

2. Provide transportation to various legal, medical, education and community appointments and events as needed. Includes occasionally escorting children on flights to various airports in the U.S. for reunification with family.

3. Ability to work occasional evenings and weekends as needed.

4. Participate with team in planning cultural/recreation activities for youth in care to include making phone calls or searching the internet to collect information, issuing reminders to foster parents and youth in care, interpreting event information and transporting youth whom case manager or foster parent cannot transport.

5. Assist with electronic case file maintenance using both CCS and web-based systems. Includes data entry, scanning and uploading forms within specific time frames. Provide back-up to case managers in completing in-take paperwork/processing, including taking photos, and issue of program IDs. Assist with preparing discharge and exit packets to include required information to sponsors including referrals to pro-bono attorneys or other legal organizations, information on Child/Abuse Neglect, Trafficking/Exploitation and PTSD Fact Sheets. Assist case managers with responding to urgent file requests from the Office of Refugee Resettlement. Maintains electronic case files with Independent Living (IL) Skills attendance and documentation with respect to youth’s participation in all IL activities and IL goal achievement.

6. Assist in conducting comprehensive Life Skills Assessments and provide Independent Living Skills training for DCS youth participating in the independent living program.

7. Provide bilingual homework help to youth in LTFC in basic arithmetic (multiplication, division, fractions, percentages, simple graphs), and basic science (health/nutrition) if needed. Assist with educational support as directed by Education Coordinator, Case Managers, and working collaboratively with foster parents for long-term foster youth in public school. Duties may include support to Education Coordinator in English as a second language, bilingual programs and access to higher level tutoring for Math and Science.

8. Assist Independent Living Skills Coordinator with set-up, youth activities, interpreting, and assisting youth in in-class activities.

9. Participate in program trainings/attend weekly staff meetings. Attend IL Class once per month in the early evening to assist in delivery of IL instruction.

10. Help foster youth build life skills and develop long term goals by designing individualized strategies they need to lead healthy productive lives. Meet with youth every 90 days to maintain these goals.

11. Back-up Medical Coordinator by filling out new patient forms, scheduling appointments, obtaining Treatment Authorizations, and giving correct claims submission information to service providers. Provide interpretation during medical appointments if Medical Coordinator is not available. Follow guidance given by CCS and program for compliance to HIPPA.

12. Assist with interpretation for youth appointments when possible and appropriate.

13. Other duties as may be reasonably delegated by the supervisor.

MINIMUM QUALIFICATIONS:

1. BA/BS degree in social work or related field

2. Experience working in children or teens in an education environment.

3. Good written and oral communication skills

4. Intermediate computer skills

5. Ability to maintain accurate client records.

6. Ability to meet requirements to comply and maintain initial, annual, and five (5) year state and federal background checks.

7. Must have and maintain reliable transportation, valid driver’s license, automobile insurance, driving abstract and current auto registration, with supporting documentation submitted annually.

8. Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract).

9. Compliance with initial and annual vaccination requirements.

10. Proof of negative TB test upon hire or proof of test within past 12 months.

11. First/Aid CPR certified or the ability to become certified within the 1 month of employment

12. Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.

13. Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.

14. Support and contribute to a creative, collaborative and respectful environment that promotes teamwork.

PREFERRED QUALIFICATION:

1. Bi-lingual in Spanish/English.

2. Strong organizational skills.

3. Knowledge of Washington State child welfare regulations and procedures.

4. Experience working with diverse populations; preferably with ethnic minorities and, or refugee populations.
