The FBH Clinical Manager is an inspirational and innovative clinical leader and member of the FBH Site Leadership Team fostering and working collaboratively to forward the values and goals of the Family Behavioral Health Site.  The Clinical Manager is responsible for providing clinical, operational and administrative system leadership and support to the Site Director, Clinical Supervisors and all direct service operations staff.  Primary job responsibilities include: Site Clinical Improvement and Clinical oversight and delivery of authorized behavioral health services, individual/group supervision including clinical review of interventions and overseeing the safety of families enrolled in services.  The Clinical Manager provides supervision and support to the FBH site in the Site Director’s absence and assists with managing daily clinical and service operations in all service areas and contracts held in that site.  The Clinical Manager monitors clinical practice by CQI and performance tracking to include taking the lead for site quality assurance and improvement projects and initiatives.  The Clinical Manager ensures high quality and clinically safe practice with high quality service documentation to support clinical work by providing leadership for chart audits and licensing visits, maintain clinical and administrative forms, and timely assurance of contract deliverables. 

 

The Clinical Manager must ensure that services prescribed in the FBH site provided by the treatment teams are compliant with Medicaid rules and provided as specifically identified and prescribed in the Individualized Mental Health Treatment Plan. All treatment services provided under the supervision of the Clinical Manager must be documented per required timeframes, in accordance with federal Medicaid requirements and entered into Psych Consult, the FBH Electronic Health Record (EHR), as well as medical EHR's of Managed Care Organizations (MCO's), Behavioral Health Organizations (BHO's), or others per contract requirements.  

 

Clinical Manager requires 24/7 on call availability should crisis response be needed and work week may include irregular and unpredictable hours. Clinical Managers can expect to work hours that vary in times and include weekends.

 

Starting Salary Base Range: $96,496.51 - $103,733.75

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES:

 

The Clinical Manager directly supervises an array of clinical field staff which includes Clinicians, FSS, Certified Peer Counselors and BSS’s.  The Clinical Manager provides clinical supervision, clinical training, professional development and field supervision for a team of supervisors and/or a clinical team that serves children, youth and their families in homes, schools and community:

  • Provide comprehensive clinical training to an array of staff providing clinical services to children/youth and their families with the most intensive service needs including: field coaching/mentoring in family homes, schools and/or the community, urgent safety crisis response and planning, team meetings facilitation, assessment and intake process, treatment planning.
  • Demonstrate knowledge of an array of therapeutic interventions and provide leadership to clinical teams throughout the site to facilitate the provision of a range of evidenced based and promising clinical practices and creative therapeutic approaches that support the overall treatment and safety crisis plan (including individual and family therapies). Ensure clinical teams are responding in real time to child/family need and modifying or adjusting individualized techniques to ensure the family receives most appropriate response to their therapeutic, crisis and safety needs.

Clinical decision making:

  • Take a lead role with the Site Director, participating in clinical decisions for high-risk, complex situations on a 24/7 basis including assessing for risk and safety of children/youth in foster care placement. Site or System Director will be consulted as needed.
  • Take a lead role with the Site Director in evaluating and making recommendations regarding psychiatric hospitalizations of children and youth in services.
  • Providing support to Site Director in making staff recommendations to ensure safe coverage and service delivery of enrolled consumers, with site director makes decisions regarding staffing levels, financial support for families and clinical needs within interventions.

Clinical Quality Oversight and Site Leadership teaming

  • As a FBH site Clinical Leader, maintain proficiency in determination of diagnostic Medical Necessity (per Medicaid) for initial and ongoing service authorization for all children served with Medicaid funding.
  • Support and ensure contractual goals for clinical intensity of all clinical teams are met by reviewing service intensity through Psych Consult (FBH EHR) to track placement history and length of staff along with interventions that may be appropriate for transition to a longer term Behavioral Health Services.

Work effectively and collaboratively with operations staff in the site to manage use of their team’s concrete funds and resources for consumers and their families.

  • Provide training and support for clinical supervisors in the fiscal oversight of their team, demonstrating and training how to monitor concrete costs, hourly staff time (including tracking of overtime), and other expenditures.
  • Provide training and support for clinical supervisors in their ability to use technology and an EHR to track and evaluate service utilization and consumer outcomes for their team such as performance dashboards and outcome reports.
  • Meet individually with each supervisor to monitor team and child/family expenditures, making sure that the authorized service/expense is needed for the family in regards to basic needs, safety of the child or completing services.
  • Review and approve purchase orders and special checks as requested by Supervisors/Clinicians.

 

Work with funders, community partners, mental health consumers and their families using a non-judgmental approach that is responsive to their needs and concerns.

  • Take a lead role in communicating the mission and guiding principles of FBH in the community by teaching and providing service information and advocacy at schools, courts, medical and behavioral health systems, and other social service agencies as needed, all while maintaining standards of confidentiality.
  • Respond to Community and Referent Need by coordinating and collaborating with Community referents i.e. Schools, Children’s Administration social workers and other Mental Health providers as needed; attend meetings including phone consultations to support community access to services.
  • Take a lead role in responding to community concerns and feedback along with the Site Director, ensure consumer satisfaction and participate in the grievance process and resolution. Respond to complaints and grievances in a strength-based and solution-focused manner, involving Site Director when needed.
  • Act as a primary contact for BHO/MCO funders, provide provider and clinical staff support and be available for emergency clinical support as needed. 

Other administrative functions

  • Ensure compliance with Family Behavioral Health policies and procedures, contracts and applicable state and federal regulations.
  • Participate actively in strategic planning, leadership meetings and quality improvement activities.
  • Maintain positive working relationships with other professionals, child providers, community organizations and individuals in the community.

Additional Responsibilities:

  • Supervision of site checking account, MasterCard, petty cash, and other financial resources.
  • Other Duties as Assigned. 

HIPAA

  • Responsible for upholding a culture of privacy and security in highly confidential work environment (HIPAA covered entity service area).
  • Complies with all CCSWW policies and procedures that involve access to and safeguarding of client Protected Health Information (all forms).

Qualifications

MINIMUM QUALIFICATIONS:

  • Master’s degree in Social Science, Mental Health or related field.
  • MHP and CMHS as defined by WAC.
  • 6 years of Clinical experience with at least 3 years of Supervisory experience.
  • Demonstrated technical ability with essential skills of supervision: coaching, mentoring, and directing staff.
  • Demonstrated ability to deliver completed product within expected time frames.
  • Knowledge of Wraparound approach, FBH Guiding Principles, CCS mission and values.
  • Ability to persuade those with significantly different views with the ability to instill confidence in community partners.
  • Maturity, Calm, ability to handle multiple disruptions, sudden shifts in work hours and days, shifting priorities.
  • Ability to make high-risk decisions in shifting, limited information environments.
  • Proven ability to flexibly respond while maintaining product delivery.
  • Demonstrated professional judgment and political sensitivity.
  • Must have reliable transportation, valid driver’s license, auto registration and automobile insurance.
  • Must have an acceptable driving record per CCS’ driving policy (required to provide current driving abstract)
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
