What are the responsibilities and job description for the Senior Financial Analyst position at Charlotte County BCC?

Performs responsible, professional, lead, and/or supervisory accounting work including varying degrees of participating in, supervising, and/or directing the financial accounting, revenue collection, financial reporting, forecasting, budgeting, and/or processing for County departments.

This position is eligible for remote work under the Teleworking policy. 

ESSENTIAL JOB FUNCTIONS
  • Prepares complex annual, quarterly, and monthly financial statements and special reports involving cost accounting and statistical analysis; prepares and submits financial and performance reports to various state and federal granting agencies; and prepares specialized financial reports, as assigned, such as capital asset reports for depreciation, pay for performance distributions, Cost of living adjustment (COLA) calculations, employee survey data, etc. 
  • Plans, organizes, and directs personnel engaged in fiscal operations including accounts payable, contract administration, revenue collections, and related activities; coordinates daily work activities; reviews and approves invoices, check requests, journal entries, project adjustments, and reconciliations. 
  • Assists in the development of the County’s annual budget through communication with and training of assigned departments on budget policies and development of purpose, goals, and objectives; coordinates budget development with department management; ensures appropriate funding levels for core services; and trains department staff regarding budget forms and related activities. 
  • Assists in preparing the County’s Capital Improvement Program (CIP); reviews and analyzes department submittals; reviews and analyzes CIP-related revenues and expenditures; compiles County-wide capital program; initiates, prepares, and assists departments with CIP amendments; and maintains reports of unfunded capital requests and maintenance plans. 
  • Maintains cash flows for various funds; ensures sufficient budget for completion; ensures funding source designations; and ensures purchases are encumbered in accordance with project budgets; and prepares budget adjustments as needed.  
  • Analyzes and develops budgets for grant proposals and matching requirements; prepares analyses on impact of grant awards, identifying funding sources, match sources, and location of grant funding including multi-year awards.   
  • Develops and maintains grant monitoring/tracking systems; analyze and prepare compliance documents that meet requirements of County Finance/Comptroller, Audit Department, and granting agencies. 
  • Develops and updates reports utilized to measure budgeted expenses against actual expenses and revenues and to project ending fund balances; updates projections reports monthly; analyzes data; and makes adjustments based on research and information from department. 
  • Performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with vendors, and communication through telephone, e-mail and meetings.  
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. 
Education and Experience:
  • Bachelor’s Degree

      • Economics
  • Three (3) years of progressively responsible experience in government finance/budgeting.
  • Or an equivalent combination of relevant training, education and experience.

Licenses and/or Certificates: N/A
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of laws, regulations, procedures, and processes of local government, including budget administration, accounting, purchasing and finance. 
  • Knowledge of the principles of public administration, budgeting and administrative management. 
  • Knowledge of organizational structures (preferably staffing patterns. 
  • Knowledge in structured query language (SQL) and Arc Map. 
  • Advanced-level skill in the use of software applications. 
  • Strong analytical and research skills, attention to detail. 
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to ascertain priorities and meet deadlines and objectives. 
  • Ability to prepare, interpret and maintain complex, complete, and accurate accounting reports. 
  • Ability to communicate clearly and concisely, both orally and in writing. 
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures. 
  • Ability to make recommendations and to use resourcefulness and tact in solving new problems. 
  • Ability to analyze and interpret departmental functions, procedures and policies. 
  • Ability to accept the responsibility of working with extremely large sums of money. 
  • Ability to meet deadlines throughout the budgetary process and during the fiscal year. 
  • Ability to isolate and analyze significant trends and policies from detailed records and factual material.  
  • Ability to conduct organizational and operational evaluations and suggest alternate solutions when appropriate.  
  • Ability to act as lead worker for processes or projects, and/or on teams as assigned, planning, organizing, and directing the work of subordinate personnel.  
  • Ability to prepare and analyze statements showing financial conditions and financial results of operations.  
  • Ability to provide internal/external guidance and customer assistance via all forms of communication. 
  • Ability to apply professional accounting principles, knowledge, and skills to the maintenance of a complex set of fiscal and accounting records. 
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals. 
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

Salary : $61,201 - $81,092
