JOB DESCRIPTION

TITLE: Stormwater Technician GRADE: 110

DEPARTMENT: Engineering FLSA: Exempt

DIVISION: Stormwater UPDATE: September 202 3

POSITION SUMMARY

This is a professional, administrative, and technical position responsible for stormwater and erosion control review of minor subdivisions, lot grading plans, and development construction plans in the Engineering Department. Work also includes maintaining compliance with Georgia

EPD Phase II MS4 requirements, FEMA Community Rating System (CRS), Metro North Georgia

Water Planning District standards, and other permitting requirements. This position also manages stormwater infrastructure maintenance, repair and replacement. Additionally, this position is responsible for investigating citizen complaints related to stormwater and related erosion and sedimentation. This position also involves the review of construction plans to ensure compliance with county regulations, acting as project manager, and is a technical resource for various departments, agencies, and other groups and individuals. Work is performed under the general direction of the County Engineer.

MAJOR DUTIES AND RESPONSIBILITIES

Maintains and updates Georgia EPD Phase II MS4 requirements, FEMA Community Rating

System (CRS), and Metro North Georgia Water Planning District standards.

Reviews minor subdivisions, lot grading plans, and development construction plans for conformance with county ordinances, stormwater, water quality, and erosion control guidelines; administers plan review meetings with contractors and engineers to resolve problems concerning compliance with county policies and regulations.

Keeps track of new or reviews federal or state regulations, county policies and procedures, and applies information to plan and permit reviews.

Responds to inquiries, complaints, and problems for the Board of Commissioners, county property owners, and the general public in resolving drainage complaints, water quality issues,

and other related problem areas personally or resolves them by contacting appropriate department, organization or person for resolution.

Inspects stormwater infrastructure including piping, channels, detention, water quality, and green infrastructure facilities to determine conformance with design criteria and potential upgrades.

Performs on-site stormwater infrastructure inspections, plan compliance review, gathering of field data, conducts final inspections and makes recommendations for site acceptance for County maintenance.

Other duties may be assigned

DESIRABLE QUALIFICATIONS

Education and Experience

Bachelor’s degree from a four-year college or university in Civil Engineering, Environmental

Science, or a related field.

Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an internship or having had a similar position for one to two years.

Any combination of education, training, and experience which provides the required knowledge, skills and abilities, required for the job.

Certificates, Licenses and Registrations

Possession of a Georgia Soils and Water Conservation Commission Level II Certified Design

Professional certification.

Possession of a valid driver’s license, with satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of civil engineering as they relate to stormwater management, stormwater quality, and erosion control.

Good knowledge of guidelines including department policies and procedures, county ordinances, the Georgia Stormwater Management Manual, Manual for Erosion and Sediment Control, GDOT drainage manual and relevant state and federal laws. These guidelines require judgment, selection, and interpretation in application.

Ability to coordinate and manage multiple projects and priorities.

Ability to perform intermediate mathematical computations that are applicable to the job.

Ability to learn and understand relatively complex principles and techniques related to civil engineering; to make judgments in absence of supervision; to acquire knowledge of topics related to primary occupations.

Ability to respond efficiently to the most sensitive and serious inquiries or complaints.

Ability to read and interpret construction blueprints, plans and drawings.

Ability to write reports and correspondences.

Ability to effectively utilize verbal and written communication skills in interaction with the general public, engineers, and county employees

Knowledge of computer hardware and software programs, including Microsoft Office, Internet applications, Adobe Creative Suite, AutoCAD, and ARC GIS is a plus.

OTHER REQUIREMENTS

Job duties are performed primarily in an office environment. However, the ability to work in a variety of outdoor weather conditions and in environments with moderate to high noise levels is needed when the incumbent is inspecting active construction projects.
