SUMMARY
The Procurement Analyst provides data analysis, operations and administrative support, and industry outreach for the Office of Small and Disadvantaged Business Utilization (OSDBU).
ESSENTIAL DUTIES AND RESPONSIBILITIES
The contractor supports office functions related to regulations, policies, and procedures governing Historically Underutilized Business Zone (HUBZone) Program, Woman-Owned Small Businesses Program, Service-Disabled Veteran-Owned Small Business
Program, and Small and Disadvantaged Business Program as outlined in the Federal Acquisition Regulation, Department of State Acquisition Regulation, 1 FAM and other applicable law.
- Data Analysis
- Utilizes Federal Procurement Data System-NG (FPDS-NG), Sam.Gov, Dynamic Small Business Search (DSBS), and Electronic Subcontracting Report (e-SRS) to generate standard and Ad Hoc government procurement reports, which include Small Business Goaling reports, geographical spend reports, utilization of Government-wide Acquisition Contracts (GWACs), small business utilization over time, and North American Industrial Classification System (NAICS) -based reports
- Conducts data analysis and provides data-driven evaluations of Agency and Bureau- level small business goal performance to ensure OSDBU accomplishes mission goals in an optimal manner.
- Provides data analysis and expertise to support OSDBU to include, but not limited to, analysis of Department buying behaviors and acquisition strategies including development of contract inventories and small business set aside strategies and ad hoc research on Federal contracts and suppliers
- Utilizes DSBS, FPDS, GSA MAX, Usaspending.gov and sam.gov to assist the OSDBU and Contracting Officers with market research activities.
- Operations & Administrative
- Supports the OSDBU office in its transition and implementation of the MS Suite, including SharePoint, OneDrive, TEAMS, PowerBI, Excel, Word, PowerPoint, and Visio.
- Supports OSDBU SharePoint sites by assisting with site design, taxonomy and maintenance, data entry and migration and archiving of files and records management.
- Assists OSDBU TEAMS presence by populating specific TEAMS and channels by maintaining, uploading, and organizing files; ensuring the Wiki content is current, and assisting OSDBU team in responding to any questions and communications in the OSDBU internal and collaboration Teams.
- Evaluates, identifies, and optimizes existing communication channels across the OSDBU organization to develop and implement a OSDBU stakeholder communications plan to provide support to specific groups such AQM, program offices, SBA, and vendors.
- Maintains an effective oral and written communication with the Office Director, OSDBU staff, internal and external clients, inter and intra agency government officials.
- Supports special projects by drafting project plan, regularly reporting on progress, actively seeking and incorporating input from OSDBU team and other stakeholders, as necessary.
- Provides general administrative support to office operations.
- Serves as a backup for the OSDBU Front Desk.
- Industry Outreach
- Serves as a small business advocate under the direction of the Director of OSDBU. The responsibilities of the position are in furtherance of the small/minority business programs outlined in the Small Business Act, P.L. 99-399 Section 136 (Omnibus Diplomatic Security and Antiterrorism Act of 1986), and the Department’s contracting regulations and policies.
- Counsels small businesses on doing business with Department of State.
- Facilitates meetings between select small businesses and Contracting Officers and Program Managers.
- Responds to questions on small business programs posed by the contracting Officers, Program Management personnel and public.
- Produces content/materials i.e., subject matter expert articles, blog content, training resources, and best-practices, to be incorporated into internal and external websites.
- Supports OSDBU outreach efforts by maintaining the public website using WordPress, including making necessary updates to existing sites as well as adding new sites and content, as directed by OSDBU leadership.
- Develops attractive presentations using various media from scratch, understands the basic design elements of composition, color, and balance; and inputs new data into existing templates.
- Supports planning and execution of small business events from inception to completion, which includes but is not limited to, scheduling, creating agenda, creating a milestone chart to regularly monitor and measure the extent of progress, creating order of execution, scheduling pre-event meeting with the OSDBU staff, assigning tasks to the OSDBU staff, making site selection, designing floor plan, deciding on appropriate audio video equipment, inviting guest speakers, marketing the event to small business communities, planning for contingencies, identifying means of transportation from and to the event site, Identifying available nearby parking facilities, taking necessary steps to secure funding, responding to inquiries received from participating small businesses and invited guests, making sure that participating small businesses and invited guests have received current version of the agenda, parking information, and direction to the event site, coordinating all event activities with the partnering organization, and seeking feedback from participating small business after the event is over.
EDUCATION AND EXPERIENCE
- Bachelor’s degree plus 5 years related experience, and/or 9 years’ experience in business administration, law, procurement, or related disciplines.
- Five (5) years or more work experience in government contracting/procurement/acquisitions, business administration, business management, and/or entrepreneurship.
KNOWLEDGE, SKILLS AND ABILITIES
- An active SECRET Clearance which can be verified in DISS is required
- Knowledge of the Federal Acquisition Regulation, familiarity with statutes, laws, rules, and regulations related to governmental purchasing programs, and competitive bidding processes
- Strong data mining, market research, and analysis skills
- Ability to make sound decisions and recommendations based on data analysis
- Advanced knowledge of Microsoft Office – Outlook, Excel, Word, PowerPoint, SharePoint, Teams
- Proficiency with Adobe
- Ability to solve problems and encourage consistent, solid performance.
- Proficiency in qualitative and quantitative research methods.
- Excellent English language (written and spoken) communications skills.
- Strong organizational, communication, interpersonal, and computer skills.
- Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision
- Public speaking proficiency
- Ability to successfuly pass a drug screen and background investigation prior to hire
WORK ENVIRONMENT
Work is primarily performed in a climate-controlled office environment.
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson). TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
