What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $140,000.00 - $160,000.00 / year, based on education and experience.. We also offer generous benefits for full-time employees which includes but is not limited to :

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
What You’ll Do
The Director of Labor Relations provides counsel and support to the Office of Human Resources (OHR) team in all areas of labor relations, including but not limited to dispute resolution, negotiation / collective bargaining, implementation of collective bargaining agreements, grievance resolution and case management, disciplinary hearings, and arbitration proceedings. In this role, you will also advise and counsel OHR and senior leadership in collective bargaining interpretation and labor relations strategy. You will also ensure that collective bargaining agreements (CBAs) are consistently enforced across the City and County of Denver (CCD) through training, effective communication, and collaboration with all relevant stakeholders. Additionally, you will work closely within OHR to ensure OHR policies are not in conflict with our collective bargaining agreements. You will also collaborate with the City Attorney’s Office (CAO) and mayor’s office on the above as needed.
Responsibilities
Maintain effective working relationships with all levels of union, internal OHR team and OHR leadership.Provide strategic support and day-to-day leadership to the OHR team with administering the collective bargaining agreements.Work with the OHR Service Team, to guide and coach leaders to effectively manage labor relations tools and processes in an effort to maintain and create a strong culture of engagement, development, and retention.Work with OHR leadership to formulate union relations strategies according to the given business objectives.Represent and assist the OHR Service Team at all proceedings as it pertains to union relations (disciplinary investigations / hearings, arbitrations).Work with the OHR Service Team to respond to and administer OHR’s response to grievances in collaboration with the CAO.Contribute to union relations strategies / plans as they integrate with CCD / business goals.Exercise good judgment and decision-making in the best interest of maintaining amenable labor-management relations.Collaborate with the CAO on contract language interpretation and other union policies, practices, and procedures.Assist in the negotiation of collective bargaining agreements.Work with the CAO and outside counsel in overall risk assessment and arbitration hearings.Assist other functional support groups such as Compensation, Employment, Benefits, etc. in matters pertaining to union-represented employees.Interface with union leaders as required.Assist the OHR team with projects, policies and programs that impact unionized employees.Assist in the development and management of the Labor Relations budget.Work with the CAO and external counsel on legal matters pertaining to unionized employees as needed.Other duties as requested by OHR leadership.What You’ll Bring
Minimum of 7 years of experience in Labor Relations to include 5 years of experience in Human Resources with strong exposure to Labor Relations; have experience in the following areas : Collective bargaining, employee relations, employment law, investigation, leaves, grievance handling, policy interpretation, hearing officer activities, alternative dispute resolution, and arbitration.Comprehensive understanding of unions and labor environments.Comprehensive knowledge of HR policies, as well as federal and state employment law.Strong Interpersonal and Communication Skills : Excellent interpersonal and communication skills are essential for effectively engaging with labor union representatives, members, and stakeholders from diverse backgrounds.Relationship Building : Proven ability to build and maintain strong relationships with internal and external stakeholders, showcasing diplomacy, empathy, and collaboration.Organizational and Technological Proficiency : Demonstrated organizational skills to manage multiple projects and deadlines. Proficiency in using technology and software applications for communication and data management.Problem-Solving : A proactive and resourceful approach to problem-solving in a dynamic work environment will be crucial to addressing challenges effectively.Cultural Competency and Equity Awareness : Given Denver's diverse community, the candidate should possess cultural competency and awareness of equity issues.
