Responsibilities of the City Manager include, but are not limited to: administering and executing policies and undertakings formulated by the Mayor and City Council; enforcing all laws and ordinances; appointing, disciplining and removing all officers and employees of the City under their jurisdiction; attending all meetings of the City Council unless excused by the Mayor or City Council; keeping the Mayor and City Council at all times fully advised as to the needs of the City and recommending such measures and policies as they may deem expedient; conducting investigations and preparing such plans, specifications or reports as may be specified by the Mayor and City Council; preparing and submitting a budget; and performing all functions outlined in the City Charter.
