The purpose of this classification is to perform specialized, managerial work functions associated with the day-to-day operations of the Utility Operations Departments. This may include but not be limited to: Water Distribution, Water Quality, Water Production, Gas, Light, Vegetation Management, HDD/URD Protection, Energy Control and Service Departments. May be required to work after normal business hours, weekends, and holidays in the event of a natural disaster, emergent operational issues resulting in power outages, down power lines, downed trees, disruption of water or gas services etc. or any disruption of service to Utility customers during periods of inclement or severe weather.
Coordinates/conducts and manages special projects as required.

Manages various specialized, manual work functions associated with department operations, which may include reading meters, programming meter changes, testing equipment, water system pressure and flow test, mapping operations, installing pressure/flow recorders, installing/removing water meters, repairing meters, lifting/moving heavy materials, etc.
Monitors operations activities to comply with Risk Management Program (RMP) in compliance with 40 CFR Part 68.
Monitors work of shifts; makes work assignments, makes plant rounds ensuring the plant process and equipment are at optimum performance and are maintained properly; monitors status of work in progress, inspects completed work, supervises field and laboratory testing on potable water for compliance with applicable laws and regulations; initiates any actions necessary to correct violations.
Monitors the collection, testing and analysis of drinking water samples through standard chemical, bacteriological and physical examinations.
Oversees programing, maintaining and operating computerized Supervisory Control and Data Acquisition (SCADA) system to monitor city water, gas and light utility operations and identify utility service disruptions and emergency situations, records department activities and updates information on SCADA system.
Supervises and assists with the monitoring, control and regulation of electric substations, natural gas plants, and water wells by computerized remote control; responds to alarms and problem situations; executes switching orders; regulates via computer the amount of water pumped from aquifer during peak usage periods; regulates propane/air plant operation via computerized remote-control systems.
Oversees the dispatching of service crews during emergencies or after regular working hours to restore disrupted services; coordinates standard utility work activities during regular working hours.
