The purpose of this position is to provide support for the development and implementation of sound fiscal management policies and procedures across various departments. This is accomplished by assisting in the management of department activities and services, coordinating work plans and personnel needs, preparing financial statements and assisting with budget and CIP debt preparation and implementation. Other duties may include managing cash, investments, and interfacing with other City employees and citizens. This position provides direction to other employees.

  • Assists in the management of department services and activities by providing support for the preparation and implementation of department goals, objectives, policies and procedures, coordinating various accounting and financial activities with department employees and communicating with the City Manager, City Council, Chief Financial Officer, department heads, and other City employees on financial issues.
 
  • Coordinates work plans and personnel needs by reviewing and evaluating methods and procedures, identifying and resolving problems, handling personnel issues and conducting employee performance evaluations.
     
  • Prepares financial statements by providing assistance for audits with external auditors and City personnel and preparing and reviewing final documents.
     
  • Assists with budget preparation and implementation by assisting in performing budget analysis and review, working with departments on forecasting cost needs, merging operating and payroll budgets, assisting in the preparation of final documents and the general ledger and assisting the City Manager, Finance Director, department heads, and other employees with financial analysis.
     
  • Assists in the management of cash and investments by monitoring cash flows, assisting with investment decisions, preparing reports and statements for the City and working with financial advisors on debt issuance.

Formal Education / Knowledge

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience 

Over five years up to and including seven years of relevant experience.  Certified Public Accountant and/or Certified Government Finance Officer preferred.

Certification and Other Requirements 

Valid Class C Drivers License

Overall Physical Strength Demands

Sedentary - Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Reading 
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math 
Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Writing 
Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Managerial 
Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Budget Responsibility
Oversees budget preparation of a department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.

Supervisory / Organizational Control 
Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

Complexity 
Work is governed by broad instructions, objectives and policies. Requires the exercise of considerable initiative and independent analytical and evaluative judgment.

Interpersonal / Human Relations Skills
Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Salary : $101,108 - $123,857
