Under limited supervision, manages and coordinates capital improvement projects with internal and external sources, emphasizing facility renovation and construction. This is accomplished by reviewing design drawings, managing project activities, and administering contracts from procurement through completion on projects of varying complexity (i.e., minor refurbishment through ground-up construction). Other duties may include supervising contractors, coordinating financial planning and budgeting activities, assisting with government administration, and interfacing with citizens, other City employees, and stakeholders.

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.  Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Reviews design drawings for capital improvement projects by evaluating and commenting on plans and specifications, while identifying and addressing problems with new construction projects and existing infrastructure.
  • Manages capital improvement projects by reviewing construction specifications and contracts, establishing and maintaining contracts, evaluating and processing proposed change orders and pay requests, working with contractors regarding requests for information and field adjustments, enforcing schedules and conformance to contract documents and serving as the liaison between the contractor and the City, and mediating construction and operational impacts of customers.
  • Communicates with internal and external customers by addressing questions and problems concerning capital improvement projects and existing infrastructure and responding to inquiries on current and future construction projects.
  • Administers design and construction activities by working with consulting firms, utility companies and stakeholders to create workable solutions for the design and construction of facilities, making decisions on facility development and preparing reports, cost estimates, and schedules for development.
  • Manages financial planning and budgeting activities by coordinating routine project maintenance tasks such as processing purchase orders, funding transfers and budget increases, approving and preparing pay requests for contractors and overseeing budget adjustments. 
  • Represents the Engineering Department on capital projects by preparing and/or presenting City Council communications and attending public meetings as needed; serves as the liaison between City departments for capital improvement projects.

Job Requirements

Education and Experience:
Bachelor's degree in Architecture, Civil Engineering, or Construction Management, or a related field, and four (4) years of relevant experience in building construction, civil construction, or construction-related project management. Any equivalent combination of education and experience may apply.

Knowledge of:

  • Federal, State, and City laws, rules, regulations, policies, and procedures.

  • Municipal budgetary policies, requirements, and procedures.

  • Civil engineering concepts, practices, and procedures related to the construction of facilities.

  • Engineering construction terminology, design, and specifications.

  • Construction materials, supply specifications, and standards.

  • Construction inspection and investigation practices and procedures.

  • Modern office practices, procedures, and equipment.


Skill in:
  • Establishing and maintaining working relationships with elected officials, professional and support staff, vendors, the public, and City employees.

  • Assessing and prioritizing multiple tasks, projects, and demands.

  • Reading and interpreting engineering documents, including schematics and blueprints.

  • Providing outstanding customer service and conflict resolution.

  • Operating a personal computer utilizing a variety of business software.

  • Understanding and interpreting complex laws, rules, regulations, policies, and guidelines.

  • Creating, preparing, writing, and proofing reports, documents, and correspondence.

  • Working effectively in a high-pressure environment with changing priorities.

  • Effectively communicating in both oral and written formats.


Special Requirements:
  • Must possess a valid Texas Class C driver’s license. 

  • Professional Engineer (P.E.) or Licensed Architect preferred.

  • Must have the ability to obtain Criminal Justice Information Services (CJIS) certification.
